Modum kommune

During 2014 detailed design and tender documentation for 96 new nursing home places will be prepared in line with the approved draft project for the extension of Modumheimen will be prepared. Construction is supposed to commence in 2015 with completion by the end of 2017 at the latest. The Town of Modum shall contract a consultancy group to carry out the project up until the time of completion and during the guarantee period.

NS 8401 shall be used in the contractual relationship between the contracting authority and the architect, consulting engineer or other experts regarding the design task within construction and building, including the follow-up of the design during the building and complaint phase. The standard is based on an assignment according to a fixed price.

Regarding payment regulations, the town of Modum will not provide a bank guarantee. One free delivery month plus 30 days applies to payment.

A consultancy group is being sought for this assignment.
The Town of Modum wishes to enter into a contract with an architectural company that can manage and co-ordinate the other participants in the consultancy group. It is assumed that the consultancy group will enter into a separate group agreement for carrying out this assignment.

The consultancy group shall be made up of the following fields;
— Project group management (PGL);
— Architect (ARK);
— CAD technician (DO);
— Landscape architect (LARK);
— Construction consultant (RIB);
— Energy technology consultant (RIET);
— Consultant electrical engineer (RIE);
— Ventilation, heating and plumbing (RIV);
— Fire safety consultant (RIBR);
— Water and wastewater engineer (RIVA);
— Geotechnical consultancy (RIG);
— Construction management (BLR);
— Facility and service management (HØ).

Qualification requirements that apply to this project and the documentation that should be submitted for assessing if the requirements have been met are listed below.
3.1 Capacity of the design group
The companies in the design group shall have adequate capacity to carry out assignments of this size.
It is an absolute requirement that adequate capacity is set aside so that the tender documentation for procurement and construction is completed by the end of 2014. The group must be able to send relevant persons to the meeting at the building site within four hours' notice.

Overview of the companies' average workforce during the past 3 years, the number of assignments/available capacity and anypartners (maximum 1 A4 page).
Self-declaration regarding the meeting time at the building site within four hours' notice.
3.2 The design groups' competencies
Experience of similar projects is required. The companies shall be approved in relevant job types according to the Norwegian Planning and Building Act.
The use of electronic drawing programs is required; seethe contracting authority's digital drawing requirements.
Overview of all staff with qualifications and education or technical departments that the companies use whether or not they belong to the company itself as well as those that are responsible for quality control.
A list of the companies' relevant reference projects over the last 5 years, of which, at least 2 shall be in job type 3 (class 2 for consultant electrical engineer), with the following information:
— a referee from the contracting authority's, building type;
— contract model.
3.3 The companies' financial solidity
The companies shall have adequate financial solidity to carry out the assignment.
Accounts for 2010, 2011 and 2012 shall be submitted. If the supplier has valid reasons for not being able to provide the references requested by the contracting authority, he can prove his financial position with any other document that the contracting authority is able to accept.

3.4 Tax Certificate, HSE declaration and Company Registration Certificate.
Tax Certificate RF 1244 issued by the chief municipal treasurer for tax and employers' contribution as well as a VAT Certificate from the tax collector/county tax officer (not older than 6 months).
A HSE declaration shall be provided.
A certificate from the Register of Business Enterprises (Company Registration Certificate) shall be provided.
3.5 Rejection of tenderers:
Tenderers who do not met the competencies, capacity and solidity requirements resulting from points 1-3 above, will be rejected. Furthermore, the tender form in pt.5 must be completed and the project organisation form in pt.5.1 must also be completed so that the tender is not rejected.

If the tenderer fails to supply the requested certificates for paid tax and VAT as well the HSE declaration, the tenderer shall be granted a short, additional deadline. If the document is not provided within this additional deadline, the tenderer will be rejected.
