Drammen kommune

In the Sundvolden declaration the government plans a municipal reform. The government presented a notification on municipal reform in the Municipal Proposition for 2015. Both a progress plan and pages with contents for the municipal reform work are sketched in this notification. The aim is to make the municipal structure more robust.
All the country's municipalities are invited in autumn 2014 to participate in processes aimed at assessing and clarifying which neighbour municipalities can be merged. The County Governor is responsible for starting and coordinating the processes, which involves, amongst other things, standardised, local questionnaires and a standardised system for comparing the necessary facts in order to assess municipal mergers.
The government will present a parliamentary report in spring 2015 with proposals for new assignments for robust municipalities. The municipalities must decide on the mergers autumn 2015. If there is agreement, the municipal mergers can come into effect from 1.1.2018.
Drammen, Lier, Øvre Eiker and Svelvik municipalities would like to cooperate on the procurement of external assistance for, amongst other things, review work connected to the municipal reform. Drammen municipality c/o the chief municipal executive is announcing the competition on behalf of all the mentioned municipalities.
The main elements in the assignment will be to facilitate and manage processes, obtain a decision basis and carry out the necessary review work. This can be for both individual municipalities or for all the municipalities together.
The review work will, amongst other things, consist of highlighting different alternative forms of municipal cooperation:
1. Review mergers/cooperation between the relevant municipalities
2. Review new assignments for the municipalities, cf. the government's notified parliamentary proposition spring 2015 on new assignments for the municipalities.

The government's general progress plan for the municipal reform process will form a framework for the execution of the work. The idea is that the service shall be delivered continuously up until the decision on municipal cooperation/municipal mergers has been made, or for as long as each municipality requires the service. Due to the procurement's complexity and infrequency, it is difficult to estimate the a concrete amount of time required and an exact length. The value of the contract is therefore estimated to be an approximate value based on previous experiences from minor consultancy assignments. The value is estimated to be from NOK 1,5 - 3 000 000 excluding VAT.

Tenderers are required to have good financial solidity with a minimum rating of A in accordance with an assessment made by the credit information agency Bisnode CreditPro AS.

Companies that are not credit rated must have approved financial figures that show satisfactory economic capacity.

— The contracting authority will obtain a credit report through the internet based credit information system Bisnode CreditPro. The report contains the auditor's report, negative payment remarks, accounts and rating history, and shall be based on the last known accounting figures.

— If a tenderer cannot be credit rated, the tenderer shall enclose approved financial figures from the last 2 years.

Teknisk og faglig kapasitet:

Point 1

Tenderers shall have broad competence within facilitating/carrying out projects that have the aim of securing broad political agreement, and with this refer to broad competence within work with change processes in the public sector in Norway. Tenderers must described how much insight they have in local administration and an understanding of the local political processes.

Point 2

Tenderers must have a good and broad professional environment within the areas that shall be reviewed. Tenderers must document that the company has an environment with the necessary competence that can, amongst other things, assess and analyse conditions connected to municipal finances, social planning etc. and we would like a description of this.

Experience:

Tenderers shall enclose a reference list of similar consultancy assignments that the tenderer has carried out in the last three years. This can, for example, be structural change processes that are connected to muicipal cooperation either in the form of municipal mergers, regional cooperation, company formations with several owners etc.

The list shall include the date and contracting authority's name, telephone number and e-mail address. In addition a description is wanted of the extent of the project, what the assignment was, how it was solved and who carried out the assignments.

The references will be contacted if necessary.

This is to be documented with a list of the actual consultancy assignments.

Objektive utvelgelseskriterier:

A judgement with the accompanying awarding of points and weighting in accordance with the below table will be carried out based on the received documentation and a description of the qualification requirements. A tenderer can get a maximum of 1 000 points in total. Depending on how many submit an enquiry, a minimum of three and a maximum of 5 service providers will be invited to submit a tender in the competition.
