The aim of the procurement is to cover the contracting authority's need for external assistance for ICT operations and administration. There is a need for continual operation, maintenance and administration of ICT equipment and systems, as well as improvements to and making the current operational milieu and systems for more efficient.
The services that shall be offered include, but are not restricted to, consultancy and assistance with planning operations, installation, configuration, tuning, operative security, troubleshooting and error recovery, operation and maintenance, quality assurance, as well as technical support and customer service assignments.

Requirement: The tenderer shall document that the company is legally established.
Documentation requirement: Norwegian companies: Company registration certificate Foreign companies: Proof that the company is registered in a professional register as determined by the law of the country where the tenderer is established. The certificate should not be more than 12 months old.

Statutory qualification requirements:
— Tax certificate (Tax certificate for tax issued by the treasurer/municipal cashiers (form RF-1244)) which is not more than 6 months old, calculated from the tender deadline.
— VAT certificate (Certificate for paid VAT issued by the tax collector (form RF-1244)) which is not more than 6 months old, calculated from the tender deadline.
— Foreign Tenderers must provide certificates from equivalent authorities to the Norwegian ones.
— HSE declaration (The declaration can be collected at the web address http://www.lovdata.no/for/sf/fa/xa-20060407-0402.html#map035).
Økonomisk og finansiell stilling:
Tenderers shall have the financial capacity to carry out the assignment/contract, this means a credit rating no lower than A (Dun & Bradstreet) or the equivalent.
Documentation requirement: Credit evaluation/rating from a credit assessment institution, not older than 6 months.
Teknisk og faglig kapasitet:
Requirement 1: Interested tenderer shall have experience from equivalent (in particular see points 1.3 and 1.4 in the qualification documents) assignments/framework agreements. It will be advantageous with experience from contracting authorities with several locations that are run from a joint operations millieu.

Documentation requirement: Interested tenderer shall enclose a list of the 5 most relevant contracts in the last 3 years.
Requirement 2: Interested tenderer shall have sufficient capacity and competence to carry out the assignments that are awarded under this framework agreement.
Documentation requirement: Interested tenderer shall state their capacity and what competence they have. The resources (consultants) that are offered shall not be named and CVs shall not be enclosed.
Requirement 3: The interested tenderer shall have established connections with any sub suppliers/cooperation partners. If the interested tenderer uses another company's capacity in this way to fulfil the contract, documentation shall be provided that proves that the interested tenderer can use the necessary resources, cf. the Public Procurement Regulations § 17-9 (2).

Requirement 4: The interested tenderer shall have a good and well functioning quality assurance/control system.
Documentation requirement: The interested tenderer shall document a system for quality assurance/control. If the interested tender is certified in accordance with internationally recognised standards for quality assurance/control, it is sufficient to attach a copy of the issued certificate. If the interested tenderer is not certified, the quality system must be documented. The documentation shall at a minimum include procedures/routines for deviations and handling claims as well as the approval of sub suppliers.
