The assignment is based on the supply of consultancy assistance in connection with the Winter Operation Agency Programme. The Winter Operation Agency Programme is a four-year research and development programme which was launched in January 2013. This acquisition relates to assistance with sub-projects linked to work package 3, ‘ITS and decision support’.
The purpose of work package 3 is to update and extend general knowledge of the use of ITS in respect of winter operation. The aim is to look at new applications for known technology and to initiate the development of and commission new technology. A central task for the sub-project is to provide support during the development of systems for decision support and information on driving conditions aimed at various road-users and user groups.
The work package includes systems development, instrument installation work, fieldwork and testing/evaluation of ITS solutions in the field of winter-related problems and applications.
Much of the activity will be linked with pilots and demonstrations in selected operating areas in close cooperation with the contractor and developer. Some sub-projects have already been defined and launched, while others will come into being as the task progresses. The projects are often executed in cooperation with a number of units within the Norwegian Public Roads Administration, and are ideally linked to operating contracts where there is considered appropriate.
