Omsorgsbygg Oslo KF

Social Services Buildings [Omsorgsbygg Oslo KF (OBY)] shall establish a framework agreement for the delivery of equipment and services for a centralised operations solutions for management and monitoring of our buildings. The procurement shall include automation and field equipment. The framework agreement will be used both on existing buildings and in connection with new buildings.
The framework agreement shall ensure the possibility for effective purchase of software and equipment, including automation and field components, with a functionality adapted to OBY's needs in connection building automation at all properties in the portfolio. Emphasis will be placed on the solutions being flexible.
The purpose is to:
— Establish a functional model for procurement and monitoring of our comprehensive building and local technical systems,
— Facilitate reduced operation and maintenance costs,
— Facilitate the optimisation of indoor air quality and improve the working environment,
— Facilitate more supplier independant/robust operation of the system,
— Improve and simplify information and interpretation of operational data,
— Collect all necessary information from the building technical installations connected to the SD system,
— Get real-time information from all of the connected installations:
Immediate information by adjusting settings,
Minimalisation of response time to errors,
Minimalisation of consequential costs with errors,

The framework agreement has a duration of 4 years from the date of contract signing.
Service agreement on delivered equipment can have a duration with a maximum of 8 years (2+1+1+1+1+1+1 years). The reason for this is that the equipment which can be delivered on the framework agreements has a longer life expectancy than 4 years, and it can be necessary that the service is performed by the supplier them self.
