The Tenderer shall perform training, quality and informational work for Norwegian wool for SLF.
The Contracting authority shall, in accordance with a proposal from Nortura and the Meat and Poultry Association, establish quality classes for classification of Norwegian wool. The contracting authority is responsible for the differentiation of the average contribution rate to per-wool quality and sheepskins. The contracting authority shall monitor that the disbursement of price subsidies is correct.
The Tenderer's assignment for the Contracting authority is to ensure that the Contracting authority's payment of price subsidies is correct. The Contracting authority shall pay the appropriate contribution for the various wool qualities. Furthermore, the qualities must be properly assessed.
The assignment includes the following:
a) Inspection of Norwegian wool
b) Training and approval of wool classifications
c) Shearing / wool handling
d) Information and informational work
e) Advising the Customer
As of January 2014 there are 11 wool stations distributed throughout the country, 5 in Western Norway, 2 in Eastern Norway, 1 in Trøndelag and three in Northern Norway.
The assignment can be performed by one key person at the Tenderer.

According to historical data, the contracting authority awarded approximately 1.6 million NOK including VAT for the assignment per calendar year. The scope of the contract is contingent on the actual extent of training, quality and information provision that the Tenderer will perform during the contract period. On the basis of experience and the budget framework, the Contracting authority considers the total value to be 6.4 million NOK including VAT as a normative cost estimate for this contract over four years, and approximately 1.6 million NOK including VAT as a normative cost estimate per year. We emphasise that this is an estimate.

Beskrivelse av opsjoner:

The total possible contract period is 4 years, 1.5.2014 to 31.12.2015, with an option to extend for 1 plus 1 years beginning on 1.1.2016.

Requirements: the Tenderer shall fulfil its obligations in relation to the payment of tax and VAT.

Documentation requirement: Tax Certificate for paid VAT and taxes for Tenderers and Subcontractors, not older than 6 months from the filing date.

Requirements: The Tenderer shall have an HSE system.

Documentation requirement: Presentation of a statement that the Tenderer meets, or if awarded the contract, will meet legal requirements in Norway when it comes to health and safety. The signed HSE declaration shall not be older than 12 months calculated from the tender submission date.

Requirement: The Tenderer shall be a legally established enterprise.

Documentation: A certificate of registration in the company register for the Tenderer and any subcontractor, such as a certificate of registration from the Brønnøysund Register Centre, not older.

Økonomisk og finansiell stilling:

Requirement: The Tenderer is required to show proper financial solvency, liquidity and profitability.

Documentation: Presentation of the Tenderer's annual accounts for 2012 approved by the auditors report and directors' report and declaration of commitment with any subcontractor.

Teknisk og faglig kapasitet:

Requirement: A well-functioning quality assurance system is required.

Documentation: A statement of the provider's quality assurance system.
