Combat Aircraft Base – Design Team 3 for Demolition and OG Noise Reduction Measures

The Norwegian Defence Estates Agency Airforce Base has has undertaken to realise an airforce base at Ørland with an advanced emergency unit at Evenes in line with the Ministry's implementation letter for the defence sector. The assignment comprises necessary building and construction to accommodate transferred materials and crew after 2014, reception of the first F-35 in autumn of 2017, and a fully developed base during 2019. The assignment in this contract comprises consultant services in connection to the demotion assignment and noise reduction measures. The consulting services comprise mapping, review, condition evaluation and designing. The assignment includes buildings both within and outside of the military base at Ørland. Under the contract, one or more building will be divided into individual sub-projects.
The contract shall give the Norwegian Defence Estates access to necessary resources at all times. The projects will be remunerated by the hour, and the supplier will be required to prepare a remuneration budget at the beginning of each sub-project.
The Norwegian Defence Estates Agency wants tenders for services that will ensure all of the Norwegian Defence Estates Agency's requirements are addressed.

At the price evaluation the Norwegian Defence Estates Agency will on a discretionary basis distribute the hourly rates for the various disciplines, within a total estimate of 20 000 man-hours.This is neither to be understood as the upper or lower limit for the final scope. Significant deviations from the estimate may arise depending on the actual progress, changed scope in the total project etc. For sub-assignments that are remunerated at a fixed price, the hourly rates below may be utilised as a focus for additional- or alteration works.

Description of options:
The Norwegian Defence Estates Agency has the right but no obligation to order services in the following phases:
— Detailed project.
— Follow-up in building-, completion- and claims (warranty) phase
— Demolition of buildings on the base
The Norwegian Defence Estates Agency also has the right, but no obligation to extend the contract to include similar services (in all phases from solution/concept document to the claims phase) for civil and military construction and building that will be affected by noise associated of with the establishment of QRA for F35s at Evenes airport.

Security Clearance and Access to Military Facility
For works outside of the base there are no security restrictions.
Within the base, the following security requirements apply:
— All personnel are required to have security clearance
— Security clearance is carried out based on criteria administered by the National security authority. Applications should be made on special forms provided by that authority. (It is important to be accurate when filling out these forms as it may affect the case processing time).

— Forms may be requested from the Norwegian Defence Estates Agency. Normal processing time for Norwegian citizens is a minimum 4 weeks. For foreign, citizens 4 - 12 months processing time should be reckoned.
— Once an approved security clearance from the security clearance authority is in place, the person may apply for an access card. This application should be made to the Norwegian Defence Estates Agency.
— All persons should always carry, clearly visible, the access card issued by the special military unit where the work takes place. The prerequisite to be issued an access card is that the person has valid security clearance.
Supplier Declaration or Approval/authorisation of Supplier
Initiatives outside of the base will be unclassified.
Initiatives within the base may for individual sub-projects be security classified at various levels, and the supplier must be prepared to handle documents security classified as SECRET.
The requirements of the supplier for the different security classifications are shown in appendix 2. The suppliers bear all costs for the described activities, so that the requirements for handling of security classified information is safeguarded. The Norwegian Defence Estates Agency bears their own costs in connection with supplier declaration and approval/authorisation of supplier.

With classified sub-contracts, the Norwegian Defence Estates Agency will submit a security plan that addresses security conditions within 1 week of entering into the agreement.
