The Ministry of Foreign Affairs (UD) invites tenderers to participate in an open tender competition, with the aim of entering into contracts for collective health insurance, medical advice and medical transport services.
The aim of the contract is to ensure satisfactory health insurance coverage for ambulant personnel worldwide and for those stationed abroad and their accompanying families at defined embassies, as well as ensure access to medical advice and medical transport services for personnel stationed abroad and their accompanying families at all Norwegian embassies and for all those who are on official journeys for the Ministry of Foreign Affairs.

The contract for collective health insurance will be valid from 1.1.2015 for one year at a time. The contracting authority can renew the contract a maximum of 3 times.

Requirements:
— The service provider shall have his tax, payroll tax and VAT payments in order. The service provider must be a legally established company,
— Service providers who shall provide services in Norway shall enclose a self-declaration in accordance with the annex that states that the service provider fulfils, or will fulfil upon award of contract, legal requirements in Norway within health, environment and safety including the Regulations on systematic health, environment and safety work in companies (the Internal Control Regulations) FOR 1996-12-06 no. 1127,

— The service provider must have the right to operate an insurance company,
— The service provider must have good conduct.
Documentation requirement:
— Norwegian service providers shall enclose a tax certificate for paid VAT from the tax collector and a tax certificate for tax issued by the chief municipal treasurer (Form RF-1244) in the municipality where the tenderer has his main office. Tax certificates may not be older than 6 months, calculated from the tender deadline. Foreign service providers must submit equivalent certificates from their own country that show that they have an arrangement for the payment of tax and fees. If the authorities in the country do not issue such certificates, the service provider shall submit a declaration which states that all taxes and fees have been paid,

— Norwegian service providers: Company registration certificate from the Brønnøysund Registere Centre. Foreign service providers: Certificate for registration in the company register as prescribed in the legislation of the country in which the tenderer is established,

— Norwegian service providers shall provide confirmation of a valid licence, cf. the Act on insurance companies, pension companies and their activities etc. (the Insurance Company Act). Foreign service providers shall enclose equivalent documentation of the right to operate an insurance company,

— The service provider must confirm that the company has not been legally convicted for the conditions mentioned in annex B Self-declaration on conduct, which shall be filled in and signed and enclosed with the tender.

Requirements:
— The service provider must have the financial capacity to fulfil the contract.
Documentation requirement:
— Credit rating from a certified credit rating company, not older than 6 months, based on the last known accounting figures. The accounting figures that the credit rating is based on must be stated in the credit rating.
Teknisk og faglig kapasitet:
Requirements:
— The service provider shall have good capacity and the ability to fulfil the contract,
— Experience from equivalent contracts.
Documentation requirement:
— A description of the personnel the service provider will use for fulfilment of the contract,
— A description of quality assurance methods,
— List of the most important services performed during the past three years, including information about the value, time, and the name of the public or private recipients.
