The contract mainly has two parts:

Regular cleaning

Additional services consisting of spring cleaning, furniture and carpet cleaning, laundry and dry cleaning curtains, scouring/polishing (wax polishing) and window cleaning.

Procurement of cleaning services for approx. 4 300 m

The cleaning services are required for:

More information concerning the procurement is given in Appendix A Specification of Requirements.

The contract for cleaning services will be for 2 (two) years after the contract is signed, with an option for 1 (one) year + 1 (one) year extension. If the contracting authority would like to take up the option, the service provider shall be notified in writing at the latest three months before the contract period expires. If this is not done, the contract will expire without prior notice.

All tenders shall be submitted electronically via the Mercell portal, www.mercell.no by the deadline for receipt of tenders. Late tenders will be rejected. (The system does not allow tenders to be sent in electronically via Mercell after the deadline for receipt of tenders).

It is recommended that the offer is submitted well before the deadline, for example a minimum of 1 hour before the tender deadline.

Should there be additional information from the Contracting Authority which leads to you wanting to change your offer before the tender deadline, you can go in and open the offer, make any changes and resubmit right up until the tender deadline. The quotation to be submitted last will be considered as the final quote.

The offer requires electronic signature upon delivery.

During the submission of the offer you will be asked for an electronic signature to prove that it is the actual tenderer who has sent the offer. Electronic signatures can be obtained from

Please note that it may take several days for the electronic signature to be delivered to you and as such this process should be initiated as soon as possible.

Attention is drawn to the fact that the Mercell portal supports the following signatures from Sweden and Denmark:

Denmark: Nem ID, TDC/OCESInnen EU uses Mercell a service provided by Unizeto (http://unizeto.eu/) through a contract with DIFI and the EU project PEPPOL (www.peppol.eu). This supports most X.509 certificates, but it is not possible to list all the relevant certificates.

Mercell recommends that one tests signing with the certificate one has available as soon as possible

(in good time before the tender deadline). The test functionality is in the registration/tender submission stages.

K 01 Requirement: Tenderers shall document that all obligations relating to the payment of taxes and duties are fulfilled. Documented by: Tax certificate (Tax certificate for tax issued by the treasurer/municipal cashiers (form RF-1244)) which is not more than 6 months old, calculated from the tender deadline. Foreign suppliers must provide certificates from authorities equivalent to the Norwegian ones.

K 02 Requirement: Tenderers shall document that all obligations relating to the payment of taxes and duties are fulfilled. Documented by: VAT certificate (Certificate for paid VAT issued by the tax collector (form RF-1244)) which is not more than 6 months old, calculated from the tender deadline. Foreign suppliers must provide certificates from authorities equivalent to the Norwegian ones.

K 03 Tenderers shall document that all the legal requirements in Norway within health, the environment and safety (HSE) are fulfilled or will be fulfilled upon award of contract. HSE declaration (The declaration can be collected at the web address http://www.lovdata.no/for/sf/fa/xa-20060407-0402.html#map033).

K 04 Tenderers shall document that the enterprise is legally established. Norwegian companies: Company registration certificate. Foreign companies: Proof that the company is registered in a professional register as described in the law in the country where the tenderer is established. The certificate should not be older than 12 months.

Økonomisk og finansiell stilling:

K 05 Tenderers shall have the financial capacity to carry out the assignment/contract, this means a credit rating no lower than A (Dun & Bradstreet) or the equivalent. A credit evaluation/rating from a credit assessment institution, not older than 6 months.

Teknisk og faglig kapasitet:

K 06 Experience is required from equivalent or comparable contracts. This is to be documented by: An overview of three works carried out during the last 3 years with relevance to this procurement, including value, date and the name of the recipient. The contracting authority ought to be given the authority to contact the person in question.

K 07 A good, well functioning quality assurance system is required. Documented by: An account of the company's quality assurance system. If a tenderer is certified by a public certification organ, it is sufficient to enclose a copy of an issued certificate. If a tenderer is not certified, the quality assurance system must be documented, for example, by enclosing a quality handbook that gives a description of the system for quality assurance and how it is implemented in the organisation.

K 08 Good capacity is required, adapted to the contract's extent. Documented by: An overview of the service provider's organisation and manpower.

K 09 Competence is required that ensures a low impact on the environment when performing the service. Service providers shall have 1. A plan for training personnel in HSE, including waste handling, cleaning methods, use of cleaning agents and equipment. 2. Written work instructions. Documented by: An account of existing routines that document that the requirement is met. If the routines are described in the company's quality assurance system in accordance with ISO 14001, EMAS or other third party verified systems, it is sufficient to enclose the valid certificate. Any licence for the "svanemerket" for cleaning services or other equivalent schemes

K 10 Service providers are required to fulfil the terms in the: Regulations for public certification of cleaning companies and on the procurement of cleaning services (FOR 2012-05-08 no. 408) To be documented by: The tenderer's confirmation.
