Cleaning services for parts of the premises at Oslo and Akershus University College

HiOA shall enter into a contract for cleaning, at first for the following addresses with the mentioned start-up dates for cleaning:
— Stensberggaten 26-28 (including Pilestredet 38). Start-up 1.9.2014.
— Stensberggaten 25. Start-up 1.2.2015.
— Falbesgate 5. Start-up 1.2.2015.
— Pilestredet Park 33 and 35. Start-up 1.2.2015.
— St. Olavsgate 32. Start-up 1.9.2014.
— Stortorvet 2. Start-up 1.9.2014.
— Kunnskapsveien 55 (study centre Kjeller). Start-up 1.9.2014.
At first the contract is for the ground floor in Kunnskapsveien 55, but there can be a need to expand the contract to larger parts of the building. The contract is also subject to further addresses being changed or being removed during the contract period.
The premises included in the contract are used by several different departments and units at HiOA. The total cleaning area at the start of the contract is approx. 33 600 m².
The contract includes both permanent daily cleaning and extra cleaning (additional services) as needed. The contract period is 2 years with an option of 1+1 year. The estimated contract value is 28-40 million NOK excluding VAT over 4 years.
Daily cleaning
The daily cleaning shall be carried out continuously and further information on the areas frequency, room types, types of coverings and quality profiles is in the tender documents.
The daily cleaning shall also include some thorough cleaning when moving offices at HiOA. This cleaning will be ordered when required, and HiOA estimates approx. 2-3 office moves per week.
Additional services.
These involve extra cleaning when needed, spring cleaning, furniture and carpet cleaning, scouring/polishing, window cleaning and temporary staff services.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) The tenderer is required to have a legally established business.
(2) The tenderer is required to submit a VAT certificate not older than 6 months from the tender deadline.
(3) The tenderer is required to submit a tax certificate not older than 6 months from the tender deadline.
(4) Requirement to submit a declaration that the supplier is in compliance with Norwegian legislation with regard to health, safety and the environment (HSE).

Økonomisk og finansiell stilling:
Requirement: The tenderer must have sufficiently good finances, including satisfactory liquidity and low risk of bankruptcy.
Documentation requirement: Credit rating report, not older than 6 months, from Dun & Bradstreet, Lindorff Decision or equivalent. If there is no credit report, the supplier may alternatively enclose its accounting statements, with the auditor's report, for the last two financial years. If accounts from the last year have not been finalised by the qualification deadline, temporary accounts for the current year should be attached.

Teknisk og faglig kapasitet:
1) Requirement: The service provider must have sufficient ability to fulifl the contract.
Documentation requirement:
A short, overall description of the company shall be given, including:
— An account of the company's business concept and core competencies related to the scope of the delivery,
— An overview of the company's history, organisation and ownership, as well as a description of the business today,
— Description of how the service provider is organised for the execution of this contract,
— A concise description of the overall quality assurance system that the service provider will apply in carrying out this contract must be given.
(2) Requirement: The service provider shall have experience from cleaning contracts in accordance with the INSTA-800 standard of a comparable extent.
Documentation requirement: Overview of 3 relevant deliveries in the last 3 years.
The overview shall contain as a minimum
— Brief description of the contract,
— The contract's value and size (area),
— Time frame for execution,
— Name and telephone number of the reference person at the contracting authority (The Contracting Authority shall be given the possibility to contract the referee).
(3) Requirement: Competence is required that ensures a low impact on the environment when performing the service. The service provider shall have:
— A plan for training personnel in HSE, including waste handling, cleaning methods, use of cleaning agents and equipment,
— Written work instructions.
Documentation requirement: Account of existing routines which document that the requirement is met. If routines are described in the organisation's quality or environmental management system in accordance with ISO 14001, EMAS or other third party verified systems, it is sufficient to submit a copy of the certificate. Any licence for the "svanemerket" for cleaning services or other equivalent schemes.

(4) The tenderer must be approved for cleaning operations according to the regulations on public approval of cleaning operations and on the procurement of cleaning services (FOR-2012-05-08 no. 408).
Dated print out - not older than one month when the tender is submitted - that shows that the service provider is «Approved» in the Norwegian Labour Inspection Authority's register of certified cleaning companies.
