Clean-up and disposal of radioactive material from Søve mines in Nome Municipality in Telemark

The Norwegian Ministry of Trade, Industry and Fisheries wishes to enter into an agreement to deliver the clean-up and disposal of radioactive waste subject to compulsory disposal from the Søve mines in Nome Municipality in Telemark. During the period between 1953 and 1965, AS Norsk Bergverk was responsible for the extraction of niobium and the production of ferroniobium at Søve. The production of ferroniobium resulted in uranium and thorium becoming concentrated in the slag that was deposited on a slope outside the so-called ‘workshop building’. The slag is now mixed with other materials and has been partially covered. The Norwegian Radiation Protection Authority considers that the level of activity in the area around the abandoned mine is sufficiently high that parts of the residual material must be permanently secured. The clean-up must fulfil the Radiation Protection Authority's requirements set out in an order to the Ministry of Trade, Industry and Fisheries dated 14 March 2014 concerning clean-up at Søve.
The objective of the measure is to secure the waste subject to compulsory disposal following the mining at Søve for the foreseeable future, so that it does not cause damage/injury or nuisance for the population and the environment. Use of the area where the waste subject to compulsory disposal is now located must not be restricted on the basis of the former presence of the waste from the Søve mines following completion of the measures.

— The tenderer must have paid any taxes and charges due.
— Fulfilment of statutory requirements concerning health, safety and the environment.
Documentation requirement:
— Norwegian tenderers must enclose a tax certificate for tax and a tax certificate for VAT not older than six months that has been issued by the competent authorities to confirm that the tenderer has fulfilled his obligations with regard to the payment of taxes, national insurance and VAT. The tax certificates must be issued by the inland revenue office in the municipality where the tenderer has his registered office and by the tax officer in the corresponding county. Foreign tenderers must submit documentation to substantiate the payment of taxes and charges that corresponds to the Norwegian tax certificate, or self-certification that the tenderer has fulfilled his obligations with regard to the payment of taxes and charges.

— The tenderer shall be able to cite at least two deliveries of relevance to this assignment. ‘Of relevance’ shall mean deliveries for the clean-up and handling of contaminated material of a similar size and complexity.
— The tenderer must have adequate technical skills and the capacity to complete the assignment.
— The tenderer must have official authorisation for the disposal of the type of material in question.
— The tenderer must have a class 7 authorisation for the carriage of hazardous goods. (The transportation shall be carried out in accordance with the regulations on the land transport of dangerous goods described in ‘ADR/RID European Agreement concerning the International Carriage of Dangerous Goods by Road 2013’ as amended or superseded.)

— A reference list with a description of at least two relevant assignments that the tenderer has carried out during the last five years.
— A description of the tenderer's organisation demonstrating that he has sufficient technical skills and capacity to carry out the assignment.
— A valid permit shall be presented for the disposal of radioactive waste subject to compulsory disposal.
— Valid documentation shall be presented for driver training, as well as documentation that the enterprise has appointed a safety advisor for the transport of dangerous goods, including a certificate for the driver(s) and a course certificate for the safety advisor.

Prosedyre
Objektive utvelgelseskriterier:
The procurement shall commence with this qualification and will then be followed by a qualitative selection of the tenderers to be invited to participate in the competition for the final Contract for the delivery of the procurement. Up to three tenderers will be invited to submit a Tender. In the event that more than three tenders fulfil the minimum requirements in article 4, a further selection stage will be carried out on the basis of the criteria specified in article 5.

The Tenders of all invited tenderers will be evaluated. Following the negotiations and any Tender updates, the final evaluation of the Tenders will be made and the Contract will be awarded.
There shall be no opportunity to submit alternative Tenders.
