Lot 1: Bullet proof protective equipment for uniformed service
Lot 2: Bullet proof protective equipment for civil service
Lot 3: Bullet proof helmets.
It is possible to apply for qualification for lots 1, 2 or 3, alternatively for several/all of the lots.

Based on procurements in previous years and the expected replacement of old material, the contracting authority estimates, without any obligations, call-offs for, excluding VAT, NOK 140 000 000 during the contract period including the option year. When the qualification process is completed, the contracting authority will inform all interested tenderers on the qualification result. Interested tenderers who are invited to submit a tender will receive a client confidentiality form together with the notification. The client confidentiality form must be signed and sent to the contracting authority before the tender documents are sent to the interested tenderer.

This lot consists of the following:1. Light protective vestsThe light protective vest is made of a cover with ballistic inserts placed inside the cover nearest the body. The blade and impact protective insert is placed on the outside of the ballistic insert, both on the back and chest, in the same cover. It shall be possible to take the inserts out of the cover. The light protective vest is worn under the uniform or other service outfit.2. Tactical vestsThe tactical vest provides bullet protection beyond the areas covered by the light protective vest, i.e. upper arms, shoulders, lower part of the neck, throat and groin The vest has a flexible fastening system for pockets and equipment holders. In uniformed service the tactical vest is always used together with the light protective vest. The tactical vest with assembled pockets and holders with content as well as bullet proof plates is kept in the accompanying carrying bag.3. PlatesThe plates are an upgrade to the bullet protection. In uniformed service the tactical vest is always used together with the light protective vest. The tactical vest with assembled pockets and holders with content as well as bullet proof plates is kept in the accompanying carrying bag.

3. Plates

The plates are an upgrade to the bullet protection. They shall be used together with the ballistic inserts for the light protective vest, on the outside of this, one on the chest and one on the back. The plates are kept in a protective bag that is large enough for both the chest and back plate.

Low signature is very important, as it shall not be possible to see that the light protective vest is worn under clothing such as t-shirts or jumpers. Only one light vest cover is used in civil service, which comes in two colours. Due to the low signature requirements, blade and impact protection is not used in this vest.2. Plate carriersThe plate carrier shall have room for a bullet proof hard plate on the front and on the back. The plate carrier is put on outside the light vest and any clothing such as t-shirt or jumper. It is used in situations where it is no longer necessary to have a low signature, and when there is a need for extra protection.

This light version is worn by service persons who are not uniformed. The protective bag ensures that the helmet remains undamaged during storage and transport. The helmet is often stored in the protective bag with the protective pouch on.

The contracting authority has the option to extend the agreement subject to the same conditions by 1 year, so that the total possible length of the agreement is 4 years.

Tenderers shall document that the enterprise is legally established.

Documentation requirement: Norwegian companies: Company registration certificate Foreign companies: Proof that the company is registered in a professional register as determined by the law of the country where the tenderer is established. The certificate should not be more than 12 months old.

Statutory qualification requirements:

— Tax certificate (Tax certificate for tax issued by the treasurer/municipal cashiers (form RF-1244)) which is not more than six months old, calculated from the tender deadline.

— VAT certificate (Certificate for paid VAT issued by the tax collector (form RF-1244)) which is not more than six months old, calculated from the tender deadline.

— Foreign Tenderers must provide certificates from equivalent authorities to the Norwegian ones.

— HSE declaration (The declaration can be collected at the web address http://www.lovdata.no/for/sf/fa/xa-20060407-0402.html#map035).

Økonomisk og finansiell stilling:

Tenderers shall have the financial capacity to carry out the assignment/contract, this means a credit rating no lower than A (Dun & Bradstreet) or the equivalent.

Documentation requirement: Credit evaluation/rating from a credit assessment institution, not older than 6 months.

Teknisk og faglig kapasitet:

1. The interested tenderer and/or the sub supplier shall have experience from equivalent (see in particular points 1.3 and 1.5 in the qualification documents) assignments/framework agreements.

Documentation requirements: The tenderer must enclose a list of the most important assignments/framework agreements during the past 3 years, including information concerning value, date, type of product and recipient (name, telephone number and e-mail address). The interested tenderer shall describe his experience with these equivalent assignments/framework agreements.

2. The interested tenderer shall have established connections with any sub suppliers/cooperation partners. If the interested tenderer uses another company's capacity in this way to fulfil the contract, documentation shall be provided that proves that the interested tenderer can use the necessary resources, cf. the Public Procurement Regulations § 17-9 (2).

Documentation requirement: The interested tenderer shall document that he can use the necessary resources, for example, by enclosing a binding statement, that at a minimum ought to include: 'X (manufacturer/agent) confirms that Y (the interested tenderer) has an agreement or other legal basis that ensures that Y can use our resources for fulfilment of the contract with the contracting authority for the delivery of bullet proof protective equipment for the entire contract period, up to four years. Date and signed by X'.

3. The interested tenderer shall have a good and well functioning quality assurance/control system.

Documentation requirement: The interested tenderer shall document a system for quality assurance/control. If the interested tender is certified in accordance with internationally recognised standards for quality assurance/control, it is sufficient to attach a copy of the issued certificate. If the interested tenderer is not certified, the quality system must be documented. The documentation shall – at a minimum – include procedures/routines:

— dealing with deviations and claims

— certification of sub suppliers
