The assignment is to work out a concept choice review (KVU), which shall give a solid basis to assess the need for control services at Storskog and how these needs shall be met in the future. The KVU shall be prepared as a total delivery in accordance with the Ministry of Finance's scheme for quality assurance of major governmental investments. The review shall be carried out in accordance with the prerequisites and the chapter structure for KS1 as stated in the Ministry of Finance's framework agreement dated 4.3.2011 on quality assurance of concept choices.
