Hordaland fylkeskommune

Hordaland County (henceforth referred to as HFK) wishes to enter into a framework agreement with one service provider for assistance in connection with project management, project support, etc. The objective of the procurement is to ensure HFK access to relevant competence within planning and implementation of projects, project management, strategic consultancy, process assistance and alteration management. The service provider must offer consultants with substantiated high experience and competence in such work.
The agreement does not include legal services, audit services, procurement services for HFK and consultancy services with emphasis on technical assistance to Bybanen AS (the City Railway). Moreover, Skyss (the Transportation Services) has separate framework agreements for professional public transport assistance and consultancy related to ICT.
The framework agreement period is 2 years. The contracting authority shall have an option for a prolongation of the framework agreement for a further 1+1 year. Maximum total agreement period is 4 years.

(2) Requirement to submit tax certificate for VAT (National requirement).

(4) Requirement to submit self-declaration in accordance with Appendix 2 to the Regulations concerning HSE (National requirement).
Økonomisk og finansiell stilling:
The tenderer's annual accounts including notes with the board's and audit reports from the last year.
If the annual accounts for the last year have not been completed by the tender deadline for this competition, provisional annual accounts for last year must be provided.
The Contracting Authority reserves the right to have a credit rating carried out by Bisnode Credit AS. Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.

The supplier must have the economic capacity to carry out the assignment/contract.
Teknisk og faglig kapasitet:
Description of the three most relevant assignments during the previous three years. Minimum two of the assignments must be from the public sector. The description must include information of contract value, date and recipient (name, telephone no. and e-mail address). If necessary, references may be contacted to clarify the relevance of the assignment. However, it is still the tenderer's responsibility to document relevance through the description. The tenderer shall use the reference form in appendix 4.

Give an account of the average manpower during the previous three years, and tools, machinery equipment, material or technical equipment at the tenderer's disposal in connection with implementation of the contract/assignment.
Description of the tenderer's quality assurance system and quality management system
or
copy of the system certificate issued by an accredited certification body or equivalent documentation.
Give an account of the tenderer's environmental competence and routines that substantiate that the requirement is covered in connection with environmental conditions. It is sufficient to present current certificate if this is described in the company's quality assurance or environmental control system in accordance with ISO 9001, ISO 14001 or equivalent third party verified system.

Minste nivå(er) av standarder:
The tenderer must have experience from minimum three equivalent assignments where minimum two assignments must be from the public sector.
The tenderer must have the sufficient execution ability and capacity to provide the required services.
The tenderer shall have a good, well-functioning quality assurance system for services that will be provided.
In order to ensure that relevant environmental requirements given in the contract is complied with, the tenderer shall have sufficient environmental competence and routines for quality assurance for the services included in connection with environmental conditions.
