The Norwegian Ministry of Defence wishes to evaluate the potential for further improvements and increased efficiency related to assignments and processes for selected function areas included in the defence sector. A continuous pressure on the defence economy makes it necessary to be in front of identification and utilisation of a constantly improved cost-effective system in order to ensure a high quality and flexible support of the operative structure.
Not least, the introduction of new technology, new products and new buildings and plants makes it necessary to evaluate the degree the organisation is continuing with inefficient operational patterns, and if old and potential cost inefficient operational patterns are re-established. E.g. in connection with implementation of new material Included in this is also assessment of further concentration of staff, support and administration activities, when appropriate, as well as a closer cooperation with the business and industry, including outsourcing assignments.
