Assistance for revision of Manual 146, Traffic Estimation

The contracting authority seeks tenders for assistance in the revision of Manual 146, Traffic Estimation, at The Norwegian Public Roads Administration. A revised/new manual shall be written. In addition to being a guide for estimating traffic in road and street networks, the manual will also be a guide to the transport analysis in general use by government planners. The manual shall describe and refer to theory and methods based on the calculation tools currently used by government departments. The main contractual task will be to aid in efforts to revise and develop new descriptions of methods and procedures for calculating traffic and transport, distribution of various means of transport, and their effects on traffic and transport measures (Part 1). Part 1 includes making recommendations on the content and design of the manual's sub-chapters, contributing text suggestions for sub-chapters and sections, and performing quality assurance on the draft text.
In addition it is possible to submit a tender for assistance in setting up and entering data into a registration system for trip generation statistics (Part 2).
The assignment will be implemented in 2014, commencing in May. The contracting authority use both an overall assessment of the work and financial constraints at the agency in deciding whether to extend vendor(s) assistance in 2015.
The contract has a total estimated budget of up to 950,000 NOK excluding VAT and options. The estimated economic budget for a possible extension option in 2015, (see D.2.3) is up to 1,000,000 NOK excluding VAT.
