The purpose of this report is to clarify and update the scientific basis for industry-oriented funding across 13.50, and facilitate follow-up analysis work in the area which provides a basis to compare and assess industry-oriented input across 13.50.

Qualification requirement:
— Paid taxes and duties.
— Fulfilment of statutory requirements concerning health, safety and the environment.
Documentation requirement:
— Tax certificate and VAT certificate no more than 6 months old, issued by a competent authority, confirming that the tenderer has fulfilled his obligations regarding the payment of taxes, social security contributions and VAT. The tax certificates must be issued by the tax collection office in the municipality where the supplier has their head office and by the tax officer in the corresponding county.

Qualification requirement:
— Adequate economic and financial capacity to carry out the delivery, in which amongst other things, being creditworthy without the requirement for collateral will be adequate.
Documentation requirement:
— A credit rating with key figures from a recognised credit rating company or other form of documentation to demonstrate that the requirement has been met.

Qualification requirement:
The supplier shall have experience from a minimum of 3 equivalent contracts during the last 3 years. Equivalent contracts meaning experience with research/analysis/evaluation of justification for and benefit of publicly financed industry-oriented input, and district oriented community challenges.

— The supplier shall have sufficient implementation ability and capacity.
— The supplier shall have a good and well-functioning quality assurance system for the services that will be provided.
Documentation requirement:
— Description of the three most relevant projects the supplier and any sub-suppliers have had during the last three years.
— Description of the professional competency of the supplier, and of the capacity to implement the assignment. This also applies to description of any sub-suppliers.
— A statement regarding the supplier's quality assurance system/quality management system or a copy of the system certificate issued by the accredited certification bodies or equivalent documentation.

Objektive utvelgelseskriterier:
All of the tenderers who fulfil the qualification requirements will have their tender evaluated. After initial evaluation, the tenderers with up to the 3 best tender offers will be invited to negotiations. KMD [the Ministry of Local Government and Modernisation] will award the contract after further evaluations, negotiations and any updated tender from the tenderers.
