The Norwegian Institute of Public Health, Department of Environmental Toxins - sources and risks would like to map concentrations of a number of substances (including heavy metals, minerals and vitamins) in a large series of samples (e.g. 1000-5000 samples) of human samples such as urine, full blood, blood plasma and serum. This concerns both self initiated projects such as the Human environment biobank Norway and externally financed projects such as the EU project HELIX. Different departments and divisions at the institute will be able to use the analysis results that are obtained. As the institute does not have its own established methods for these analyses, the Norwegian Institute of Public Health shall collect tenders for analysis services at external service providers.
The Department for Environmental Toxins - sources and risks provides professional advice to the health, food and environment authorities. The department carries out general exposure research. The content of nutritional and foreign substances in mat, as well as substances in water and inside environments is examined in relation to the analysis data from human biological material and health. Analyses from human biological material are a central part of the work.

Antall eller omfang:
The total amount for the entire tender will be between 750 000 – 10 000 000 NOK excluding VAT. This amount is divided up in to 12 different framework agreements. The sums are an estimate and will vary depending on the need for the analysis services in the contract period.Concentrations shall be mapped of a number of substances (including heavy metals, minerals and vitamins). At first approx. 2000 human samples (such as urine, full blood, plasma and serum) will be tested for the content of some of the substances. The volume in addition to this is very uncertain, as it depends on the various projects' progress, financing etc.In connection with this the Norwegian Institute of Public Health would like to enter into a framework agreement for analysis services with a service provider for the 8 listed groups of substances in the specifications (see annex B-2 the service provider's solution specification part 2 for the different listed groups).As described in Part 1 annex 1 tender file, it will be an advantage if the service provider can offer analysis of the same substances in all the relevant matrixes (relevant for groups 2 and 4) with satisfactory quality. Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement: The service provider shall be a legally established company.
Documentation: Company registration certificate.
Økonomisk og finansiell stilling:
Requirement: The tenderer shall have sufficient financial strength to be able to fulfil the contract.
Documentation: The service provider's annual accounts including notes with the Board and auditor's reports from the last 2 years.
If the annual accounts for the last year are not finished before the tender deadline expires for this competition, the preliminary annual accounts shall be also be attached.
The Contracting Authority reserves the right to carry out a credit assessment itself. Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.
The above mentioned information shall also be delivered for any parent company.
Teknisk og faglig kapasitet:
Requirement: The service provider must have sufficient capacity.
Documentation: Own business:
A short, overall description of the company shall be given, including:
— An overview of the company's history, organisation and ownership, as well as a description of the existing business.
Documentation requirement: Statements must be submitted indicating the service provider's average workforce over the last 3 years and the equipment, machinery, tools, material or technical equipment that are available to the service provider and will be used to implement the contract/assignment.

The tender provider may choose to rely on other companies' capacity to meet the technical and professional qualification requirements.
Collaborative partners/sub suppliers:
With any collaborative constellations and use of sub-suppliers, the tenderer shall attach the following:
— Name, address and organisation number (company registration).
— If the service provider is relying on sub-suppliers to meet one or more of the qualification requirements, adequate documentation should be provided to enable the sub-supplier(s) to prove that the requirement has been met.
— Liability declaration, partnership agreement or equivalent form of documentation which shows that the service provider actually prevails over the necessary resources of the listed sub-suppliers.
The sub-supplier shall have very good ability, including excellent professional qualifications and experience of at least 1 similar contracts of the same nature, complexity, difficulty, scope and size.
Documentation: a) Details of the educational and professional qualifications of the service provider and the company's administrative management/for the people responsible for carrying out the contract. The following shall be provided:
— Organisational Plan for the assignment showing proposed personnel in the various key positions.
b) Certificates from at least 1 similar contract for an equivalent assignment (equal to or greater in extent as described in point 1.2 part 1 tender documents) in the last 3 years. The attestations shall be signed or confirmed in writing by the Contracting Authority for the different deliveries, and as a minimum shall include:

— Brief description of the delivery.
— Overview of which substances were analysed that match what the service provider offers analysis of for this procurement (referral shall preferably be made to experience from all substances that are offered in this competition).
— Date of execution.
— Scope of delivery in monetary amount.
— Name, and telephone number for the reference person at the contracting authority.
In addition to the attestations, for each of the specified deliveries the tenderer must also briefly describe the nature and scope of the delivery.
If it is not possible to acquire signed or verified attestations, the supplier shall provide a list of all relevant assignments with descriptions according to the above points.
The Contracting Authority must have the possibility to contact the contact persons who are listed.
The service provider shall have an environmental management system.
Documentation: Documented through a brief statement, maximum one page, stating the service provider's stated objectives and measures.
Otherwise, enclose a copy of certification, such as ISO 14001, EMAS or other documentation showing that the requirement is met.
