Analyses of expected consequences, costs and benefit gains of HSE requirements and measures in the petroleum sector

The Health, Safety and Environment concept in the petroleum sector is wide, based on several laws and covers the considerations to people, environment and financial values. Regulations and inspection responsibility for HSE in the petroleum sector is divided between several departments and sub-divisions. HSE rules have been developed over time with strict requirements to safety and risk management, which are followed up by comprehensive inspections. Principles on overall management and continual improvements are very important in HSE work.
The aim of the project is to get guiding professional input and assessments to how the authorities can carry out appropriate analyses of expected consequences, costs and benefit gains of the implementation of different HSE requirements and measures in the petroluem industry. The project shall come with considerations and give advice on which methods/analyes are most suitable in this sector, including social economic analyses. Furthermore, assessments shall be made of which concrete factors ought to be included in such analyses, both on the cost and benefit side. It is desirable that the solution proposal also shows, through concrete examples, how such analyses can be carried out. The major accident perspective is particularly central here, but the project shall also cover the other sides of the risk picture/HSE requirements'scope.

Qualification requirements:
— Taxes and duties are paid,
— Fulfilment of statutory requirements concerning health, safety and the environment.
Documentation requirement:
— Tax certificate and VAT certificate not older than 6 months, issued by a competent authority confirming that the tenderer has fulfilled his obligations regarding the payment of taxes, social security contributions and VAT. The tax certificates must be issued by the tax collector office in the municipality where the service provider has the registered office and by the tax collector in the corresponding county.

Økonomisk og finansiell stilling:
Qualification requirements:
— Adequate economic and financial capacity to complete the delivery, in which amongst other things being creditworthy without any requirement for collateral will be adequate.
Documentation requirement:
— A credit rating with key figures from a recognised credit assessment company or other form of documentation to demonstrate that the requirement has been met.
Teknisk og faglig kapasitet:
Qualification requirements:
— Service providers must be able to refer to a minimum of 3 relevant contracts. Relevant contracts means contracts that show review and/or research competence and solid experience with surveys and analyses from the field.
— The service provider must have the sufficient expertise and capacity to perform the assignment.
Documentation requirement:
— Reference list of all of the service provider's deliveries in the last 3 years with relevance to this assignment, stating the name of the contracting authority, and, if possible, the value of the contract and references. What has been delivered and the role that the tenderer had in the delivery must be stated.
