Analyses of expected consequences, costs and benefit gains of HSE requirements and measures in the petroleum sector

The Health, Safety and Environment concept in the petroleum sector is wide, based on several laws and covers the considerations to people, environment and financial values. Regulations and inspection responsibility for HSE in the petroleum sector is divided between several departments and sub-divisions. HSE rules have been developed over time with strict requirements to safety and risk management, which are followed up by comprehensive inspections. Principles on overall management and continual improvements are very important in HSE work.
The aim of the project is to get guiding professional input and assessments to how the authorities can carry out appropriate analyses of expected consequences, costs and benefit gains of the implementation of different HSE requirements and measures in the petroluem industry. The project shall come with considerations and give advice on which methods/analyes are most suitable in this sector, including social economic analyses. Furthermore, assessments shall be made of which concrete factors ought to be included in such analyses, both on the cost and benefit side. It is desirable that the solution proposal also shows, through concrete examples, how such analyses can be carried out. The major accident perspective is particularly central here, but the project shall also cover the other sides of the risk picture/HSE requirements'scope.
