Alterations of vaccine distribution — designing

The Norwegian Public Health Institute (FHI) aims to move their vaccine operations from Lovisenberggate 6 to Sandakerveien 24 C, Building C, entrance C8, 0473 Oslo. The current premises in Lovisenberggate 6 are too small and do not provide sufficient space for refrigerated packaging and goods handling.
The intention is to design an alteration of the building in Sandakerveien. Altered areas will altogether be approximately 1 650 m² and will primarily consist of cooled and room temperature storerooms.
The Norwegian Public Health Institute has engaged Norconsult and Momentum Arkitekter to carry out the pre-engineering design.
The purpose of the procurement is to obtain consulting assistance for:
— Designing and preparation of tender documentation in accordance with NS3420 of 2014.
— Evaluation of tenders, for contracting of contractor. Pricing will be based on evaluation of 3 tenders.
It is also desirable that the supplier shall offer an option for project monitoring and any changes of the alternation during in the building process.
For the execution of this assignment, FHI requests an engineering design group consisting of the following expertise:
PRL: Project Manager/assignment leader;
ARK: Architect;
RIB: Consulting Engineer, Civil;
RIBR: Consulting Engineer, Fire;
RiByfys: Consulting Engineer, Building Physics;
RIV: Consulting Engineer, HVAC;
RIE: Consulting Engineer, Electro;
SØK: Responsible Applicant;
KP: HSE Co-ordinator during the designing phase.
Fixed pricing is request for the designing phase and the contracting phase. Monitoring during the construction period will be carried out as work based on an hourly rate stated in part II Annex 3.

The tenderer should have arranged conditions with respect to the payment of tax, employer contributions and sales tax.

Tax certificates not older than 6 months from the deadline for receipt of tenders. Tax certificates means:

For foreign tenderers:

— Foreign tenderers must submit equivalent certificates from their own country that show that they have an arrangement for the payment of tax and fees. If the authorities in the country do not issue such certificates, the tenderer shall submit a declaration which states that all taxes and fees have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/ person responsible for Finance.

The tenderer should meet Norwegian HSE requirements when performing work in Norway.

Filled in and signed HSE self-declaration in accordance with PPR appendix 2. Please use the attached template, see part 1 annex 6.

The tenderer must be a legally established company.

Norwegian tenderers:

— Company Registration Certificate.

Foreign tenderers:

— Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.

The tenderer shall have a good reputation.

The tenderer must, in a self declaration, confirm that the requirements in Part I Annex 2 have been fulfilled.

For the implementation of the contract the tenderer will fulfil the conditions according to regulation 8.2.2008 no. 112 about wages and working conditions.

Økonomisk og finansiell stilling:

The supplier should have sufficient economic and financial capacity to be able to fulfil the contract.

The tenderer can prove their economic and financial position with any document that the Contracting Authority will accept, e.g. credit rating from a recognised credit rating company, Annual financial statement or guarantees.

Teknisk og faglig kapasitet:

Tenderer must have good experience with designing of similar complexity, size and nature.

Description of selected and relevant reference projects carried out during the last three years, with information about:

a) Name of Contracting Authority.

b) The project name.

c) The project's nature, size, cost and complexity.

d) The reference project's relevant classification class.

e) Tenderer's delivery in the project.

Tenderer must be able to obtain approval for designing and application in enterprise classification 3 in accordance with The Planning and Building Act.

Copy of central approval in enterprise classification 3.

If the tenderer does not have central approval, he must then submit documentation showing that the supplier will gain local approval..

The assignment requires suppliers who have good systems for quality management.

The documentation shall be provided in one of the following ways:

Alternative 1: Description of the company's policy regarding quality management, with emphasis on quality assurance, resource management, management responsibility, manufacturing process and continuous analysis and improvement.

Alternative 2: If the supplier holds an ISO

9001:2000 certificate, or newer version, this may be attached.
