The purpose of this procurement is to enter into agreement for the delivery of a reliable, flexible, secure and effective electronic auction service.
The agreement is comprised mainly of these service areas:
— establishment phase (implement the establishment phase and carry out the necessary modifications in the auction system and interface including documentation),
— administer and operation the auction system,
— user-support and broadened standby.
By auction system, we mean an internet based system for tariff quotas in agriculture with integration points in the supplier's infrastructure.
The auction system shall be used by the Customer to administer auctions of tariff quotas. The auction system will also be used by parties in business who via the internet participate in auctions of tariff quotas for agricultural goods. The auction system shall offer 'look-up' in historical data openly on the internet for other interested parties.

The Contracting Authority carries out at the time of this tender contest, annually approximately 70 auctions mainly in January, May, August and November each year. Per November 2014 the Customer expects that the number will increase somewhat. On the basis of experience with similar services of this size, the Contracting Authority estimates a procurement value of NOK 300 000 to 450 000 excluding VAT per year for this contract, altogether NOK 1 200 000 to 1 800 000 excluding VAT over four years.The procurement value is only an estimate. The contract's total value depends on operations and adapting of the Auction system, annual budget allocations to the Contracting Authority and organisational matters.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement: The tenderer shall fulfil their obligations in relation to the payment of tax and VAT.
Documentation: Tax certificate for VAT and tax certificate for tax, no older than 6 months calculated from the submission date.
Requirement: The Tenderer shall have an HSE system.
Documentation: Filled in and signed HSE self-declaration, no more than 12 months old when calculated from the submission date.
Requirement: The tenderer shall be a legally established enterprise.
Documentation: Company Registration Certificate from the Brønnøysund registre centre or certificate of registration in the company register, no more than 12 months old when calculated from the submission date.
Økonomisk og finansiell stilling:
Requirement: The tenderer shall have sound financial solidity, liquidity and profitability.
Documentation: The tenderer's credit report from an approved credit assessment company based on the accounts for 2013, or the tenderer's Annual Financial Statement for 2013 with auditors and annual report.
Teknisk og faglig kapasitet:
Requirement: The tenderer shall have experience from similar deliveries. By similar deliveries, we mean deliveries of internet based auction services or services with similar functionality.
Documentation: Description of the tenderer's most important delivery of similar character during the last 3 year, including scope (description of the delivery, number of resources, length of the assignment), time and recipient.

The framework agreement point 5.7 includes the wage and working conditions requirements, documentation and sanctions in accordance with the rules in the regulation 8. February 2008 no. 112 About wages and working conditions.
