About the contracting authority
Boreal Transport Midt-Norge AS is a public transport company with approx. 240 employees and is an operator of buses and trams. The company runs, amongst other things, Gråkallbanen in Trondheim, which is the world's northernmost tramway. The tracks extends from the centre of town at 10 m above sea level to Lian at 240 m above sea level. The steepest climb is 40:1000 (4 %).
The purpose of the procurement
The Gråkall tramway is an 8.8 km suburbian line in Trondheim The track's width is 1 000 mm. 7.2 km of the track goes on a separate route with flange rails fixed on wooden or concrete sleepers, lying on ballast gravel. Most of the ballast track is single track, with one crossing track of 850 metres and three crossing stations with double track. The ballast track shall be packed and adjusted in summer 2014. There are also 11 points on the stretch that shall be packed and adjusted. The total track length that shall be packed is 8600 metres.

The company shall be legally registered
— Norwegian companies: Company registration certificate
— Foreign companies: Registration certificates in professional registers as determined by legislation in the countries in which the supplier is established.
The company's tax affairs shall be in order in relation to payment of tax and charges.
— Value-added tax certificate, not older than 6 months from the tender deadline.

The company shall meet the requirements of Norwegian legislation with regard to health, safety and the environment.

The contracting authority requires that the tenderer's wages and working conditions are in accordance with generally applicable wage agreements or nationwide wage agreements for the appropriate area of the contract.
— The tenderer shall attach a declaration confirming that wages and working conditions are in accordance with the generally applicably collective agreements or national collective agreements,, see appendix 4.
— In those cases where sub-contractors with manufacturing sites in countries outside the EU/EEA are used, it must be established that international consistency of work environment and employee's rights are met.

The supplier must have the economic capacity to fulfil the assignment.
— The company's most recent annual report, or excerpts, as well as newer information which has bearing in relation to the company's fiscal figures (FOA §17-8).
The supplier shall be creditworthy.
— Credit rating not older than 6 months which is based on the most recent figures, or a rating conducted by government-approved credit institutions.
Teknisk og faglig kapasitet:
The supplier shall a level of staffing that the contracting authority considers satisfactory in terms of both scope and qualifications.
— Overview of the company's organizational plan and total manpower.
The supplier shall have experience in deliveries of a similar nature, size/scope and difficulty.
— An overview of deliveries performed in the past 3 years, including dates and recipients. References must be given, and the contracting authority given permission to contact them.
The supplier must have procedures in place to carry out the assignment in an environmentally appropriate manner.
— The company's environmental status should be confirmed by completing the enclosed form. Environmental Requirements for the business, see Appendix 3.
Tenderers must be able to document that the manpower for the project has the necessary competence.
— CVs for key personnel and a reference list shall be presented.
