Acquisition of a framework agreement for development services at for the Directorate of Fisheries, spatial data infrastructure

The purpose of the procurement is to obtain assistance to ensure continuity and predictability in the further development of the Directorate of Fisheries spatial data infrastructure.
The geodata systems at the Fisheries Directorate are built on an adaptive framework and consists mainly of:
1. Map tools which currently consist of an in-house mapping solution and external software from which data from the in-house system is mirrored once a day.
This is a publishing tool and a "thin" client for easy data editing.
2. Oracle Database with SDE ESRI. PostgreSQL/PostGIS and Mapserver/Geoserver.

Requirements:
The vendor is required to have paid its taxes and fees, as well as to meet the minimum requirements as regards health, safety and the environment.
Arrears in taxes and charges will result in rejection.
Documentation required:
— Tax certificate for VAT;
— Tax certificate for taxes;
— HSE Declaration.
Foreign suppliers must provide equivalent certifications from applicant's home country.
Documents should preferably be in Norwegian.
The supplier is required to have a legally established business.
Business Registration Certificate or equivalent from the applicant's homeland.
Foreign suppliers should preferably delivery equivalent certificates in Norwegian.

Requirements:
The tenderer shall have sufficient financial strength to be able to fulfil the contract.
The supplier shall have sufficient financial strength to be able to fulfil the contract.
Documentation required:
The supplier's annual financial statements, including notes, and the management and audit reports for 2013, 2012 and 2011.
If the annual accounts for the last year are not finished before the tender deadline expires for this competition, the preliminary annual accounts shall be also be attached.
The contracting authority reserves the right to itself carry out a credit assessment.

Requirements:
Experience is required from similar assignments and/or framework agreements of a corresponding complexity and scope of work.
Documentation requirement:
Include a description of company's most important relevant deliveries (a minimum 3 and maximum of 5) over the last 3 years. Appendix 2, the supplier's own reference descriptions, should be used.
The references will be checked if necessary.
The supplier may choose to rely on other companies' capacity to meet the technical and specialist qualification requirement.
The supplier must then document the resources of the enterprises he will rely on and document disposal of the necessary resources needed throughout the contract period.
Attachment 5, Commitment Statement, should be used for above documentation.
Sub-contractors.
If the supplier is planning to hand over parts of the contract to sub-contractors, provide a brief description of the sub-contractors and indicate which parts they will perform.
Attachment 5, Commitment Statement, should be filled out for the appropriate sub-contractors.
If sub-contractors are understood as very important for contract completion, the Directorate of Fisheries may require that these also be qualified.
