In connection with assessing of these applications IMDi wants to link themselves with qualified people or agencies to assess medical documentation.

Medical assessment of applications for grants with settling of people with serious disabilities and/or behavioural impairments. This is a scheme that will cover the extraordinary municipal expenses as a result of settling of refugees and people with residency on humanitarian grounds with psychological and/or physical disabilities, people with violent behaviour or drug problems, serious behavioural problems or the like.IMDi receives roughly 500 applications per year. Of these, 300-400 applications are forwarded for medical expert opinion.IMDi forwards applications that are received from the municipalities, to consulting medical experts. Medical experts shall return the cases to IMDi in the post, by personal delivery or via IMDi's internal email system. Medical experts return the processed cases to IMDi within two weeks of receiving the application. Should any cases be urgent, quicker processing is arranged.Medical expertise shall during processing:a) Assess if there is sufficiently documented that the person has a disability and/or behavioural difficulties, cf. applicable circulars.b) Give feedback if the medical expert believes the initiatives the municipality seeks to have covered, should/shall be covered by other government agencies.c) Assess if there is compliance between the person's diagnosis/difficulties and the scope/type of initiative the municipality seeks support for.d) Give written well based conclusions for proposed resolution in own template (attached). The rationale for approval/denial just be based on the points 1) to c) above. Medical expert shall not assess whether an application should be rejected as a result of factors other than medical ones. Tenderers are requested to disclose similar contracts that have been entered into and any relevant experience from similar work. Provide the names, positions and telephone numbers for any referees. Innskudd og garantier som kreves:
Tenderer must, with the tender, submit a declaration that the statutory requirements within health, environment and safety will be observed. Tax Certificate and an Duty Certificate must be submitted together with the tender. One is issued by the Treasurer/municipal treasurer where the tenderer has their main office, the other is issued by the Tax Collector in the county concerned. The certificate must not be older than 6 months. Both certificates must be provided on form RF 1244.

The contractual cost frame is at 1 500 000 NOK - excluding VAT. The price tendered can be given by:
a) Fixed price per case. Tenderer offers a fixed agreed price for assessment of an individual case.
b) Time price, stating the estimated average time per case.
IMDi/Riksrevisjonen shall at all times have right of access to financial transaction of funds transferred from IMDi to those who get the contract.
