The aim of the procurement is to establish a new and modern system for Identity Management that will support police's work processes related to Identity Management. Access Management is not part of the procurement.
The police aims to replace the current Identity Mangement system deployed on a mainframe platform, to fulfil the requirements from the Police Register Act as well as to fulfill the new functional and technical needs. The new Identity Mangement solution will cater for the needs for increased degree of automation, self-service processes, support for workflows, administration of identities, roles and rights, provisioning to various target systems as well as integration with a selection of source systems. The system will be fundamental for achieving uniform identity and access control in the police.

About the contracting authority
The Police Authority is a nationwide authority under the Ministry of Justice and Public Security. The police's main assignments are to develop knowledge of and prevent crime, general police operative assignments, criminal case management, administrative tasks, administration of civil justice and other support functions.
The police currently consists of the Police Directorate, 27 regional districts and 7 special bodies with a total user mass of approx. 20 000 active users. The Police Security Service is not under the Police Directorate, but a separate body directly under the Ministry of Justice and Public Security.
The Police's ICT services (PIT), hereafter called the contracting authority, will, on behalf of the police, enter into a contract for the procurement and maintenance of a tool within Identity Management. The contract shall apply for all police districts, the Police Directorate and specialised bodies. The contracting authority is based in Oslo (Majorstuen).

How to submit a tender
All tenders are to be submitted electronically via the Mercell portal, www.mercell.no within the deadline. Late tenders will be rejected. (The system does not allow tenders to be sent in electronically via Mercell after the deadline for receipt of tenders).
The product sample shall be delivered/sent in a sealed package and marked «Product sample – Identity Management, reference number 201400206». The product sample is to be delivered directly to the visitor's address, Fridtjof Nansens vei 14, alternatively sent by post (company package) to: PolitietsFellestjenester, v/innkjøpsleder Rolf M. Groth, Fridtjof Nansens vei 14, 0369 Oslo, Norway. The product sample shall be at the contracting authority at the delivery address before the tender deadline.

It is recommended that the tender is submitted well before the deadline, for example a minimum of 1 hour before the tender deadline.
Should there be additional information from the Contracting Authority which leads to you wanting to change your tender before the tender deadline, you can go in and open the tender, make any changes and resubmit right up until the tender deadline. The last submitted tender will be considered as the final tender.
The tender requires electronic signature upon delivery.
During the submission of the tender you will be asked for an electronic signature to prove that it is the actual tenderer who has sent the offer. You can obtain an electronic signature at www.commfides.com www.buypass.no or www.bankid.no
Please note that it may take several days for the electronic signature to be delivered to you and as such this process should be initiated as soon as possible.
Electronic signature outside Norway:
Attention is drawn to the fact that the Mercell portal supports the following signatures from Sweden and Denmark:
Sweden: Svensk Bank ID,Nordea
Denmark: Nem ID, TDC/OCES
Within the EU Mercell uses a service provided by Unizeto (http://unizeto.eu/) through a contract with DIFI and the EU project PEPPOL (www.peppol.eu). This supports most X.509 certificates, but it is unfortunately not possible to list all the relevant certificates.
Mercell recommends that one tests signing with the certificate one has available as soon as possible
(in good time before the tender deadline). The test functionality is in the registration/tender submission stages.

Company Registration Certificate- Requirements: providers should be a legally established enterprise. Documented by: Company Registration Certificate or equivalent from the applicant's home state.
HSE Declaration - Requirement: The tenderer shall vouch for the business operating systematically to fulfil requirements in health, environment and safety legislation and that they satisfy internal regulations. The tenderer must further confirm that the business is legally organised in relation to applicable tax and working environment regulations for employees' professional and social rights, and shall accept that the Contracting Authority has the right to review and verify the company's system for safeguarding of health, environment and safety. Økonomisk og finansiell stilling:
Credit evaluation/rating. Tenderers shall have the financial capacity to carry out the assignment/contract, this means a credit rating no lower than A (Dun & Bradstreet) or the equivalent. Documented by: A credit evaluation/rating from a credit assessment institution, not older than 6 months.

Teknisk og faglig kapasitet:
Experience. Credentials: Tenderers are required to have sufficient experience from equivalent contracts. Tenderers shall enclose at least 3 credentials that show that the tenderer has had experience from similar contracts for the delivery of software for Identity Management and maintenance of this in the last 5 years, including information on the scope, size, date and customer contact (name, telephone no. and e-mail address). The customer contacts will be contacted if needed. However, it is the tenderer's responsibility to provide a description documenting relevance.
