2014 Procurement and administration of Microsoft licences

Nordland Fylkeskommune

Nordland county, hereafter called the contracting authority, would like to enter into a framework agreement for the administration with the procurement and/or hire of licences for all Microsoft products. The aim is to achieve a dynamic and scalable licence portfolio that is adapted to the technological development and the organisation's need. The contracting authority would also like to achieve lower procurement, maintenance and administration costs for software and licences from Microsoft.
The contracting authority refers to the prior information notice dated 10/5/14 for further information on the background for the choice of Microsoft products.
The contract has an estimated annual value of approx. 4 million NOK. This is only an estimate and is not binding.
The term of the framework agreement will be 2 years. The contracting authority has an option to extend the contract on the same terms for 2 years. Notice cannot be given on the contract for two years unless the contract terms on breach of contract are applied. After this the contract has a unilateral notice period of 3 months. If notice is not given on the contract after 21 months, it will automatically be extended for a further 24 months. After 48 months the contract will expire without prior notice.

The certificate shall not be older than 6 months from the deadline for receipt of tenders. Any arrears or other irregularities must be justified. If the tenderer is planning to use sub-suppliers tax certificates must also be provided for them.

K 03 Company Registration Certificate - Requirement: The tenderer must be a legally established company. Documented by: Company Registration Certificate or equivalent from the applicant's home country.
R 04 HSE Declaration - Requirement: The tenderer shall vouch for the firm working systematically to comply with health, environment and safety legislation and that they satisfy internal regulations. The tenderer must further confirm that the company is legally organised in relation to applicable tax and working environment regulations for employees' professional and social rights, and shall accept that the Contracting Authority has the right to review and verify the company's system for safeguarding of health, environment and safety. Økonomisk og finansiell stilling:
K 05 Tenderers must have sufficient finances at the tender deadline to fulfil the contract. The requirement for this contract is set to an A rating and acceptable in the sub criteria economy in accordance with Bisnode's criteria. The contracting authority will itself obtain a rating report. If a tenderer does not achieve the required rating at Bisnode, the financial ability to fulfil the contract must be proven through the accounts, auditor's report, annual reports or operational guarantees from a bank or parent company.
