Background of the assignment
About DSB
Direktoratet for samfunnssikkerhet og beredskap (Directorate for Civil Protection) (DSB) must have an overview of risks and vulnerability in society. The Directorate should be a driving force in the efforts to reduce accidents, crisis and other unwanted incidents. We shall ensure good contingency measures and effective accident and crisis management. DSB reports to the Ministry of Justice and Public Public Security and has approximately 550 employees. The main office is in Tønsberg.
About BRE
The Fire and Rescue Department (BRE) maintains important tasks for DSB as the National Fire Authority, including Central Authority monitoring. The task also includes cooperation and dialogue with the municipal fire departments and affiliated operators in the fire area in general. The Department coordinates DSB's assignments and interests within the rescue field, including contact with the rescue coordination centres. The Department cooperates with the fire authorities in the other Nordic countries within it's area of responsibility, and assists in research and development through collaboration with national and international research.
About The Norwegian Public Safety Radio in BRE
The Norwegian Public Safety Radio will be introduced to all emergency agencies countrywide in an aggressive schedule. This is a time limited assignment, which comprises a technical and fire discipline track, and requires coordinated actions from many organisations. As the national fire authority, DSB is given the responsibility of leading the introduction of The Norwegian Public Safety Radio into the municipal and inter-municipal fire and rescue departments and 110 control centres.. DSB has the authority to require municipalities to comply with the statutory duties, as required by the Fire and Explosion Preventative Act and associated regulations for organisation and dimensioning of the Fire Department. The Norwegian Public Safety Radio is staffed with 12 people in addition to the project manager, but may be expanded if needed.
Assignment Description
The assignment is Project Management. This does not involve personal responsibility. The Project Manager reports directly to the Director of the Fire and Rescue Department, who is the Project Owner. Office location is DSB's main office in Tønsberg. The assignment is to monitor, affirm, ensure that DSB delivers that which is expected of us in line with policy documents and agreements in a professional manner. The assignment involves some travel. We have delivered The Norwegian Public Safety Radio in Hedmark/Oppland, Oslo, Asker & Bærum,Follo, Østfold and Søndre Buskerud. We now face introduction to NordreBuskerud, Vestfold, Telemark and Agder – and so it continues north over along the coast. An important part of the roll out in fire, is training. Training takes place in Stavern, and the Project Manager must regularly be accessible and visible at our training centre in Stavern. Extensive dialogue / meetings must be expected with the Directorate for Emergency Communication in Oslo.
