Drammen havn

The Port of Drammen (the Drammen region's intermunicipal port authority) invites tenderers to a competition for contracts for a framework agreement for architect and consultancy services. The aim of the contract is to ensure the Port of Drammen (the contracting authority) the necessary architect and consultancy services for the different phases and value chain in works projects, as well as the same type of services for existing building and site constructions.
The contracting authority would like to enter into contracts with consultancy companies that are multi-disciplinary. This means that the contracting authority would like service provider(s) to provide services within all the relevant engineering professions. If they do not have all the necessary professions themselves, it is a prerequisite that the service provider can provide these professions through other suppliers.
As regards the architect part, the contracting authority would like to enter into contracts with architect companies that can provide services for both ARK, LARK and IARK.
The contracting authority reserves the right, however, to enter into separate contracts within special professions of particularly great importance to the port, for example geotechniques and quay constructions. It can therefore be relevant to procure separate contracts for geotechniques and the construction of quays if the contracting authority finds it appropriate.
The professions and services included in the framework agreement are in the document «Part II, Contract Basist». Relevant professional fields will typically be functions such as (but not restricted to):
For the category architect services: ARK, LARK, IARK, PGL, PL, BL.
For the category engineering services: RIB, RIBR, RIV, RIE, RIG, RIM, RIAK, RIX,PGL,PL, BL, HMS. Experience within the port sector will be particularly relevant for both the architect services and the consultancy services.
The intention is to enter into a framework agreement with up to three companies within each category. The framework agreement(s) will be for 2 years, with an option for 1 plus 1 year (2 + 1 + 1).

Submitting tenders:
All tenders must be submitted electronically via the Mercell portal at www.mercell.no by the tender deadline. Late tenders will be rejected. (The system also does not allow the submission of quotations online via Mercell after the tender deadline).

It is recommended that the offer is submitted well before the deadline, for example a minimum of 1 hour before the tender deadline.
Should there be additional information from the Contracting Authority which leads to you wanting to change your offer before the tender deadline, you can go in and open the offer, make any changes and resubmit right up until the tender deadline. The quotation to be submitted last will be considered as the final quote.
The offer requires electronic signature upon delivery.
During the submission of the offer you will be asked for an electronic signature to prove that it is the actual tenderer who has sent the offer. You can obtain an electronic signature at www.commfides.com, www.buypass.no or www.bankid.no
Please note that it may take several days for the electronic signature to be delivered to you and as such this process should be initiated as soon as possible.
Mercell recommends that one tests signing with the certificate one has available as soon as possible.

Electronic signature outside Norway:
Attention is drawn to the fact that the Mercell portal supports the following signatures from Sweden and Denmark:
Sweden: Svensk Bank ID, Nordea;
Denmark: Nem ID, TDC/OCES.
Within the EU Mercell uses a service provided by Unizeto (http://unizeto.eu/) through a contract with DIFI and the EU project PEPPOL (www.peppol.eu). This supports most X.509 certificates, but it is unfortunately not possible to list all the relevant certificates.
