151-BYM-2013 Procurement of a contractor for Holmenkollen construction stage 2

The purpose of this procurement is to upgrade the Holmenkollen national arena in accordance with the objectives established by the municipality and so that major events can be staged in the arena, including the Trial World Biathlon Championships in 2015 and the World Biathlon Championships in 2016.
This competition is for construction stage 2. Construction stage 2 consists of engineering design services for and construction of the grandstands between the ski jump and the ski arena. The contract is planned to be carried out as an interation contract where the contractor is the turnkey contractor.
The turnkey contractor shall himself establish the whole group including architect, consultants, sub contractors and suppliers. The contract will be established between the turnkey contractor and the builder, see the attached service description.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

— The contractor must be a legally established enterprise,

— The tenderer shall have a good record regarding tax and VAT payments,

— The tenderer shall meet the requirements of Norwegian legislation with regard to health, safety and the environment (HSE).

Økonomisk og finansiell stilling:

— Credit evaluation/rating, not older than 6 months, and which is based on the last known accounting figures. A credit rating shall be carried out by an officially approved credit rating institution. The contracting authority reserves the right to obtain their own credit evaluation.

The contracting authority reserves the right to obtain and request the company's last 3 annual accounts including notes, the board's annual reports and the auditor's reports, as well as recent information that is of relevance for the company's accounting figures.

If for valid reasons the contractor is unable to submit the documentation as requested by the contracting authority, the contractor may prove their economical and financial standing with any other document that the contracting authority is able to accept.

Minste nivå(er) av standarder:

— The contractor shall have the financial capacity to fulfil the assignment/contract, i.e. the contractor shall have good solidity.

Teknisk og faglig kapasitet:

1. Statement regarding the contractor's quality assurance system/ management system. If the contractor is certified, a copy of the system certificate issued by an accredited certification body is to be enclosed.

2. Statement regarding the contractor's environment management system. If the contractor is certified, a copy of the system certificate issued by an accredited certification body is to be enclosed.

3. Description of the contractor's most important equivalent contracts in the last 5 years and a further description of particularly relevant referene projects. (date, value, contracting authority etc).

Reference persons shall be provided. The contracting authority reserves the right to contact the references listed for confirmation of the assignment.

(CVs for relevant personnel will not be assessed here).

1. Organisation chart with functions intended for the this assignment.

Orientation of how much of the contract the tenderer intends to leave to sub contractors. A statement shall be given of which parts of the contract will be carried out by sub contractors.

If a contractor will use other companies' support or experience to fulfil the requirements for the contractor, the contractor shall document that the contractor has the right to use the necessary resources, for example, by enclosing a signed binding statement from these companies.

Minste nivå(er) av standarder:

1. A good, well-functioning quality assurance system is required.

2. The contractor must have procedures in place to carry out the assignment in an environmentally appropriate manner.

3. The contractor shall have good experience from equivalent contracts. Equivalent means, amongst other things:

— experience from turnkey contracts including interaction,

— experience from carrying out construction work at the same time that ordinary operations are being carried out on site.

4. The contractor shall have a good ability to fulfil the contract.
