The aim of the procurement is to contract an engineering design group that shall see to the engineering design services in the different phases in the project for the construction of Kilden nursery in the district of Bjerke.
The assignment consists of engineering design services for a new, complete ten department base nursery with the accompanying outside area. The offered team must consist of an engineering design group who can see to all the required disciplines for this assignment (excluding a BREEAM-auditor). One person in the team must have the role of KP (coordinator engineering design services) in accordance with the Builder Regulations. The procurement includes the entire process from the preliminary project to the completed building/hand-over. Approval of the preliminary project for KOU/KON is a condition for realisation of the project and for stage two to be initiated.
The ambition is that the nursery is constructed as a plus house. The project shall have top architectonic and useful qualities and innovative solutions and concepts shall be used. In addition the project is a FutureBuilt project and shall, therefore, upon completion have a reduction in greenhouse gas emissions of a minimum of 50 % in total from transport, energy and material use.

The service provider must be a legally established company.
Documentation requirement:
— Norwegian companies: Company Registration Certificate;
— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country in which the service provider is established.
Økonomisk og finansiell stilling:

The service provider must have the financial capacity to carry out the assignment/contract.
Documentation requirement:
— The company's last annual Financial Statement including notes, the Board's Annual Reports and Audit Reports, including new information of relevance to the company's fiscal numbers. OBY reserves the right to obtain a credit rating report from a third party. The rating shall be carried out by a publicly certified credit rating company.

Service providers are required to have a functioning and relevant quality assurance system.
Documentation requirement:
— Certificate for the company's quality system/management system issued by independent bodies which certify that the service provider fulfils certain quality assurance standards, for example ISO 9001:2002;
— Instead of a certificate from a third party, other documentation of an equivalent quality assurance system in the service provider's company will be accepted;
— Describe how the quality assurance system is relevant for this assignment.
Service providers are required to have experience and competence within equivalent engineering design assignments with regard to engineering design services for, for example, passive house/Breeam-certified buildings.
— An overview of the service provider's experience in the last three years, with information on the contracting authority, the assignment's content, value and date of execution.
CV's for the offered resources are not required for this qualification requirement.

Binding statement:
If a service provider will use sub supplier(s) to fulfil the qualification requirements, binding statement(s) must be enclosed with the qualification in order to show that the service provider can use their capacity. The enclosed binding statement, annex 10, shall be filled in for all sub suppliers.

The contracting authority requires that all Norwegian service providers present a VAT certificate and a tax certificate, as well as a HSE self-declaration, cf. the Public Procurement Regulations § 17.14 1) section and § 17-15 1) section.
All service providers who shall use sub suppliers shall, therefore, also present tax and VAT certificates and a HSE self-declaration, cf. 3.2 in the tender documentation.
