AS Vinmonopolet

The Norwegian Wine and Spirits Monopoly [Vinmonopolet], requests tenders for a framework agreement for the supply of office supplies to the head office as well as the shops.
We purchase goods at the value of approximately NOK 3 200 000 per year. The average amount per order in 2013 was approximately NOK 1 500. These figures are only guidelines and are not binding for The Norwegian Wine and Spirits Monopoly.
The supplier must be able to offer a broad portfolio of office supplies and be able to distribute to all of The Norwegian Wine and Spirits Monopoly shops nationwide. Tenderer shall price a selection of products and state the associated environmental label according to requirements in the attached price form.
Ordering is currently done via the Procurement Manager ordering system. Meanwhile, The Norwegian Wine and Spirits Monopoly is assessing to use an internet based ordering solution in 2015. Tenderers must therefore have their own internet shop.

Company Registration Certificate Requirement: Tenderer must be a legally established business Documented by: Company Registration Certificate or equivalent from the applicant's home country.
Tax certificate Requirement: The tenderer shall have delivered their tax statements and paid taxes and employers' national insurance contributions. Documentation: Certificate for payment of taxes and social security contributions – issued by the chief municipal treasurer, and no more than 6 months old.

VAT certificate. Requirement: The tenderer shall have delivered their tax statements and paid Value Added tax (VAT). Documentation: Certificate for payment of VAT — issued by the tax collector/county revenue inspector. Must not be more than 6 months old.

HSE self-declaration. Requirement: The tenderer must guarantee that the company works systematically to comply with the regulations in the health, safety and environment legislation and that it satisfies the Internal Control Regulations. The tenderer must also confirm that the organisation is legally organised in relation to applicable tax and working environment regulations for employees' professional and social rights, and shall accept that the Contracting Authority has the right to review and verify the company's system for safeguarding of health, environment and safety. Documented by: Signed HSE declaration form. See attachment.

Økonomisk og finansiell stilling:
Financial Requirement: Sufficient economic solidity is required. Documented by: Credit evaluation/rating, not older than 3 months, and which is based on the last known accounting figures. The credit assessment shall be a so-called rating (include a credit rating, part judgement and historical rating) and it shall be carried out by a publicly certified credit institution (e.g.: Dun & Bradstreet, Creditinform,Soliditet or equivalent institutions). If the supplier has any valid reasons for not being able to provide the documentation requested by the Contracting Authority, the supplier may prove their financial position with any other document that is acceptable to the Contracting Authority. If the supplier has such valid reasons, he may contact the Contracting Authority in writing in order to clarify which other documentation is acceptable.

Teknisk og faglig kapasitet:
Experience. Requirement: Experience from equivalent deliveries is required. Documentation: The Tenderer's most important contracts over the last 3 years, including their value, time frame and recipient.
Quality assurance/management system. Requirement: A good and efficient quality assurance and management system is required. Documentation: Certification in accordance with ISO 9000 or equivalent, possibly a statement of the company's quality assurance and management system.

Environmental management system. Requirement: System for environmental management. Documented by: Certification according to ISO 14001 EMAS registration, Environmental Lighthouse certification, other environmental management system verified by an accredited third party. Alternatively, a report of existing procedures, documenting that the supplier has a satisfactory system for environmental management will be accepted.
