Before the bomb attack 22.7.2011, the government block was the work place for approx. 3 700 employees connected to 14 ministries, the Office of the Prime Minister (SMK) and the Norwegian Government Security and Service Organisation (DSS).Statsbygg prepared the document ‘The government block — Guidlines for further work’ in December 2011 (all the documents referred to can be downloaded from www.regjeringen.no/regjeringskvartalet). After this a concept review (KVU) was prepared for the future government block that was available 27.6.2013. The report was quality assured by Dovre Group and the Transport Economic Institute, who recommended that the so-called concept east that involves locating the government block between Akersgata and Møllergata with an option for an extension to the north east towards Hammersborg (‘Future government block — Quality assurance of the decision basis for the concept review(KS1)’, 17.2.2014).On 22.5.2014 the government made its KS1-decision for the future government block, and the Ministry of Local Government and Modernisation (KMD) gave Statsbygg the task on 26.6.2014 of starting the work with the government development plan and completing the idea phase.So as to highlight the town plan challenges and possibilities in the broadest possible way, the idea phase shall be carried out in the form of parallel assignments after an open tender contest in accordance with part III for procurements above the EEA thresholds.4-7 teams shall be chosen to participate in the idea phase, in which the work process is expected to be open between the teams, with the contracting authority and other actors as needed. This means, amongst other things, that the teams must be prepared to present and discuss their ideas professional suggestions with full openness with the other participants. It is a prerequisite therefore that the teams are prepared for this work form and contribute to the dynamics in the process.Emphasis is put on the fact that this is a real parallel assignment. This is not a competition, but an open, paid idea development process. A winner will not be announced after the process has ended, and there will not be any new contracts after the assignments have been completed. At the same time participation in the parallel assignment will not lead to disqualification for participation in later competitions and assignments for the new government block.Statsbygg shall, in its further work of developing a government development plan for the government block, have the right to use all the material and all ideas that come about through the parallel assignment, including the right to change and adapt the material and ideas.

Teknisk og faglig kapasitet:
A description of three recent reference projects shall be presented. The projects shall be of particular relevance for the assignment.
The following criteria will be of significance for whether the project is deemed as ‘particularly relevant’:
— Adaptations for a development of more than 75 000 m² in an existing town structure centrally in a major city;
Individual buildings and purely residential projects are not deemed as particularly relevant.
The projects shall be presented on maximum one page each and they shall include information on, amongst other things:
— the project's name and localisation,
— contracting authority,
— the project's size in m²,
— the project area's size and limitations,
— type of building/purpose,
— the firm's assignments/role in the project,
— the start-up date and completion date (year)/if not completed — where one is in the project,
— what phase the project is/was in.
If more than three projects are presented, it is only the most recent that will be evaluated.
Tenderers are required to have a secure ability and sufficient capacity to fulfil the contract.
Statement of total capacity and description of allocated capacity for the entire assignment, both for own resources and any sub-suppliers. Maximum 1 page.
