K205 The Demolition includes environmental restoration and demolition of all together 34 buildings and constructions with a combined area of approximately 22,350 m2. The demolition stretches from smaller buildings of timber construction, to larger and more complicated buildings over three to four floors (including basements) with areas of up to 11,000 m2. The oldest buildings were constructed around 1900, but the newest buildings were constructed in the 2000's. Environmental mapping of all of the building has been carried out, and altogether 11 environmental restoration reports have been prepared. Large quantities of asbestos and environmentally hazardous waste have been found in several of the buildings.

Egnethet til å utøve yrkesvirksomheten:

Qualification requirement: The tenderer is required to have a legally established company.

Documentation: Company Registration Certificate. Foreign companies are required to have an equivalent certificate as prescribed by the laws of the country where the business is registered. Alternatively a StartBANK ID.

Tax certificates: Two tax and fee certificates shall be submitted:

— Tax certificate (tax, advance tax deductions, attachment of earnings, employers' national insurance contributions);

— VAT certificate.

Tax certificate for tax and for VAT can be ordered at the same place. Tenderers can either apply to their local tax collection office or to the tax office.

The certificates should be no more than 6 months old from the tender deadline.

Tenderers with a registered office in an EEA country other than Norway must submit equivalent certificates in accordance with procurement regulations §§ 11-10 (3) and 20-12 (3).

HSE self-declaration:

All tenderers must submit an HSE self-declaration by the tender deadline. The self-declaration shall be in accordance with the attached form in the tender documentation. Tenderers registered in StartBANK can state their StartBANK ID or send in a copy of their StartBANK certificate of registration instead.

Secure financial implementation ability is required.

Documentation:

— Complete Annual financial statement for the last accounting year including the audit report. Alternatively a StartBANK ID;

— The Directorate of Public Construction and Property (Statsbygg) reserves the right to obtain credit appraisals of the tenderer.

Teknisk og faglig kapasitet:

Requirement: Tenderer must have good experience from larger demolition assignments of equivalent complexity.

Documentation: Reference at least three similar executed assignments from the last few years, with indication of the contract's value, time, name and telephone number of a contract person at the Contracting Authority.

Requirements:

The property developer must have and follow a management system which satisfies relevant parts of NS-EN ISO 9001: 2008 ‘Systems for quality management-requirement’.

Documentation:

The supplier must attach a short description of the system, including any documentation of certification in accordance with NS 9001.

The management system must also satisfy NS-EN-ISO 14001:2004, point 4, Requirement of environmental management system, or an equivalent requirement in other environmental standards.

Tenderer shall deliver a short description of their environmental management system, demonstration that it is in accordance with NS 14001, alternatively documentation of certification in accordance with NS 14001.

Capacity:

Good implementation ability is required.

An account of equipment, machinery or other equipment of relevance for the execution of this contract. Overview of the company's total staffing — with an organisation chart.
