The project ‘Frogner ice rink and multi-purpose hall’ is a part of a major development of Frogner Stadium that stems from the city council's budget resolution for 2007 in which ‘the city council will develop Frogner Stadium to a sports park with a complete artificial ice rink, artificial grass pitch, new changing rooms, new offices, a multi-purpose hall, new ice-skating museum, underground car park and possibly premises for other sports’.
Stage 1 with the complete outdoor artificial ice rink, artificial grass pitch, new changing rooms, new offices, an upgraded ice-skating museum and technical upgrades was carried out in 2009-2010. The ‘underground car park’ was taken out of the programme by the city council in 2008.
The City Environment Department will therefore contract a collaboration partner who shall carry out the project.

Requirement:
The contractor must be a legally established company.
Documentation Requirement:
Norwegian companies: Company registration certificate.
Foreign companies: Verification that the company is registered in a trade or business register as prescribed by the law of the country where the contractor is established.
Økonomisk og finansiell stilling:
The contractor must have sufficient financial capacity to carry out the assignment/contract.

Requirement:
Credit worthy with a rating character of ‘credit worthy’ or better in accordance with Soliditet Decision AS' rating or equivalent from another credit information company.
Documentation Requirement:
The company's last three Financial Statements including notes, the management's Annual Reports and Audit Reports, as well as new information of relevance to the company's accounting figures, and;
Credit evaluation/rating, not older than 6 months, which is based on the last known accounting figures. The rating shall be carried out by an officially certified credit rating institution.
The contracting authority reserves the right to obtain a separate credit evaluation if necessary.
If for valid reasons the contractor is unable to submit the documentation as requested by the contracting authority, the contractor may prove their economical and financial standing with any other document that the contracting authority is able to accept.

Teknisk og faglig kapasitet:
Requirement:
Contractors shall have competence and experience from assignments of the same nature, complexity, degree of difficulty and extent, i.e.
— Major turnkey contracts;
— Collaboration contract/ partnering;
— Engineering design services and construction in accordance with the standards FutureBuilt, BREEAM-Nor or passive house.;
— Use of other energy sources than oil/fossil fuels and other energy carriers than electricity;
— Engineering design services for and the construction of a multi-purpose hall/sports centre.
Documentation Requirement:
An overview of the most important, relevant assignments in the last 5 years.
A detailed description of 3-5 projects from the overview (use the attached form), in which the following shall be given:
— The project name;
— The company's role and tasks in the project;
— Description of the type of construction project;
— Environmental profile: including the use of energy sources, BREEAM-certification, FutureBuilt or passive house;
— Contract form (e.g. collaboration);
— The contract's size;
— The project's size in gross area and cost;
— Time and place of the execution;
— Was the work carried out at the agreed time?
— Was the work carried out in accordance with the agreed price?
— Name of the contracting authority;
A reference person ought to be given for the projects, and the City Environment Department is authorised to contact the persons in question.
The contractor shall have an environmental management system.
— An account of the company's environmental management system.
Contractors shall have a good and well functioning quality assurance system.
— Documentation of certification, ISO 9000 or equivalent or a short account of the company's HSE system and an account of the company's quality assurance system.
