The contracting authority requires consultancy services for the preparation of a concept choice review (KVU), preliminary project and engineering design services for concrete street, road and urban area projects. There can also be a need to make impact assessment reviews, development plans, and be the responsible applicant for building applications. Examples of assignments can be, amongst other things, planning/engineering design and construction/alteration of roads, streets, foot/cycle paths, squares and meeting places, pavement extensions, supporting walls, bridges, junction design, roundabouts and various traffic safety measures. The framework agreement will also include noise reviews and engineering design services/consultancy services for noise screens and facade measures. There can also be some traffic analyses, traffic models and capacity calculations for road and street projects. The contracting authority intends to enter into a new framework agreement with up to 6 companies who have broad competence within road engineering questions. Service providers are therefore required to offer personnel from all the disciplines that are necessary for providing complete road and street projects, either in their own company, or through sub suppliers; i.e. road, traffic engineering, traffic safety assessments, water and sewage, electro, landscape, constructions, area planning, geotechniques, noise, cost estimates etc. These are professional groups for which the contracting authority deems there will be the greatest need in the concrete assignments. If all the disciplines are not offered, the tenderer can be rejected. The list is, however, not exhaustive and there can also be a need for other disciplines' competence for the concrete assignments. The contracting authority reserves the right to hold separate competitions for pure public transport projects, individual urban area projects with special needs and turnkey contracts.
