1-BYM-2014 Engineering design services for municipal infrastructure for the town development areas Ensjø, Vollebekk, Løren/Økern, Bryn, Breivoll etc

The contracting authority has a need for engineering design assistance for an implementation organisation for Ensjø and other town development areas. In 2006 the Town Environmental Department and the Town Council Department for the Environment and Transport was given responsibility for establishing an implementation organisation for the total development of technical municipal infrastructure in Ensjø. The implementation organisation's responsibility has, from 2014, been extended to also include other town development areas such as Vollebekk, Løren/Økern, Bryn, Breivoll, etc.
— The implementation responsibility involves measures within the following areas that regulation-wise shall have a public status: Traffic areas, roads, pavements and open spaces, green areas, park ridges and parks, technical infrastructure, individual measures within technical infrastructure such as, for example altering existing water and waste disposal, cables and pipelines etc.
— The responsibility also includes the approval of construction plans for public measures that shall be constructed by the private sector, defined in the development contracts, and inspections that the execution is in accordance with the approved plans.
This engineering design assignment is mainly for a continuation of the engineering design services for Ensjø, which are in a running transformation process. In addition the engineering design services also include options for engineering design work for the following new town development areas in Groruddalen: Breivoll, Vollebekk, Løren/Økern and Bryn. In addition other town development areas can be added during the contract period. The new town development areas are in an early planning phase in which PBE prepares guiding principle plans (VPOR) for the design of the public areas. BYM would like tenders from consultant engineers for a concept choice review (KVU) and engineering design works. The following professional fields must be offered:
— Transport/road and constructions;
— Landscape architecture;
— Water and waste disposal;
— Electro;
— Geotechniques;
— Environmental consultant.
