Water borne energy for Nesoddtunet nursing home and Sunnaas hospital

Nesodden Kommune

Nesodden municipality and Sunnaas hospital intends to purchase renewable water borne energy for the actual buildings in Nesoddtunet nursing home and for Sunnaas hospital in Nesodden. The contractor shall, in addition to covering the heating and cooling needs for a new Cross Building at Sunnaas hospital, which shall be completed in June 2015.
Water borne energy means that the municipality and Sunnaas hospital will enter into contracts for energy procurements with an energy supplier that constructs, owns and runs a joint heat pump plant based on heat exchange to the sea. The energy supplier shall also establish a pipe connection between the institutions, take over the existing boilers and install a new gas boiler in order to see to the requirements for base load, top load and back-up heat. The plant ought to be completed by 1.3.2015 for Sunnaas hospital and 1.6.2015 for Nesoddtunet nursing home. The energy installation shall be ready for full commercial operation and shall have completed a trial operation period of a minimum of six weeks for Sunnaas hospital and 4 weeks for Nesodden municipality.
Separate contracts shall be signed with Nesodden municipality and Sunnaas hospital for 20 years for the energy supply.
The total water borne heat consumption is 4.4 GWh per annum with 2500 kW in heating effect need. The total water borne cooling need is 250 MWh per annum with 600 kW cooling effect.

- The company's last 3 annual accounts including notes, the board's annual reports and the auditor's reports, as well as recent information that is relevant for the company's accounting figures.

- A description of the contractor's technical personnel or technical units that the contractor can use for fulfilment of the contract, whether they belong to the company or not, in particular those who are responsible for quality assurance.

- The establishment of the plant:

An overview of works carried out in the last five years, together with certificates of satisfactory execution for the most important works. The certificates shall state the work's value, as well as the date and place of the execution, and to what extent the work was carried out professionally and properly.

The relevant authority shall, if necessary, send the certificates directly to the awarding authority.

- Operation of the plant:

List of the most important deliveries or service provided in the last three years, including information on value, as well as the name of the public or private recipient. If they were services to public awarding authorities, they shall be documented by certificates issued or confirmed by the relevant authority. If they were services to private companies, the certificates shall be issued or confirmed by them. If these do not exist, a statement from the contractor can be accepted.

- A description of methods for quality assurance, as well as a description of the contractor's survey and research possibilities.

- Information on education and professional qualifications at the contractor and the company's administrative management, in particular for those person(s) who will be responsible for providing the services.
