The Directorate of Fisheries, hereafter referred to as the Awarding Authority, shall enter into an SSA agreement for the upgrading of its website www.fiskeridir.no
The Awarding Authorities Content Management System was partially redesigned and upgraded in 2008, but the structural and technical solution was not completely renewed. Since then, the technical opportunities have grown, and the demand for functionality on government websites has become more stringent. There is therefore a need to upgrade the website, www.fiskeridir.no, the current and future standards for public websites, and to better organize the content of the website in a more user friendly manner. The delivery will include a combination of consulting, graphic design, interaction design, template development, programming, layout and the solution and the development of development in collaboration with the Awarding Authorities own resources. The website must have a solution for mobile devices (tablets and smartphones). The delivery will include solutions for the integration of electronic consultation process on www.fiskeridir.no and facilitating the conversion of content from the old website onto the updated version. At the current time, the total content of what is to be transferred has not been decided.
The competition does not apply to the procurement of new publishing tools. An upgraded version of the current publishing tools, eZ Publish will be used.

Beskrivelse av opsjoner:
The Awarding Authority will consider if the following options shall be included with the delivery:
1. Interactive services - The Awarding Authority will consider the use of blogs, chat, comment fields and any other solutions that the service provider considers is a value adding service for www.fiskeridir.no
2. Maintenance / support - The Awarding Authority will during the course of the project period assess the need to establish a maintenance agreement. It is assumed that any support will be given in Norwegian.
3. Alternative search tools - The Awarding Authority will consider using alternative search tools if the service provider recommends this.
4. Regulatory developments / electronic consultation processes - The Awarding Authority will consider any additions to the solution for the integration of electronic consultation processes on www.fiskeridir.no

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Value added tax certificate (National requirement),
(3) Company tax certificate (National requirement),
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement),
1) The service provider shall be a legally established company.
2) and 3) The service provider shall have orderly conditions with regard to tax payments and VAT payments.
4) The service provider shall have a functioning HSE system.
Økonomisk og finansiell stilling:
(1) Presentation of the company's annual accounts, or extracts thereof
1) Financial statements including a directors' report and an auditor's certificate.
Minste nivå(er) av standarder:
The service provider shall have the financial capacity to fulfill the assignment / contract.
Teknisk og faglig kapasitet:
(1) Overview of the company's total manpower,
(2) A list of the principal deliveries effected, or main services provided, by the company, in the past three years, with the values, dates and recipients (for supply and service contracts),
(3) A statement of the quality assurance/quality control system operated by the company,
(4) Other documentation required (please state below).
1) Service providers are also asked to provide a list of resource personnel and experience competence for professionals / consultants that the service provider possess within the specialized field.
2) It is desirable, but no absolute requirement that the service provider has experience from similar assignments of a similar size.
To 3) A statement of the service provider's quality management system / plan methodology for project management. It is desirable for potential references of the service providers project management.

Minste nivå(er) av standarder:
The service provider shall have sufficient implementation capability and capacity.
The service provider must have expertise with the use of eZ Publish as a publishing tool. It asked for an account of the service providers qualifications related to the publishing tool eZ Publish.
The service provider must have knowledge of the requirements for websites: Difi quality standards for public websites /WCAG 2.0. Se http://kvalitet.difi.no/ og http://www.w3.org/WAI/intro/wcag. An account on the service provider's ability to meet these quality requirements is requested.

Service providers must be able to develop and program an upgraded website for the Awarding Authority.
The establishment of a graphic design and interaction design for www.fiskeridir.no is required and the solution should have programmed new templates in the upgraded version of eZ Publish. In conjunction with the upgrade there will also be the need to establish a new user friendly searching functionality. The website must have a solution for mobile devices. It asked for an account on the service providers qualifications related to programming, concurrent update, graphic design, interaction design, templates, solutions within searching, and a solution for mobile devices.

Objektive utvelgelseskriterier:
The Awarding Authority will carry out a selection of the appropriate service providers among those who have applied for participation and fulfilled the Awarding Authorities required qualifications. At least 5 of the service providers will be invited to participate in the competition, as long as 5 meet the required qualifications. There is not set an upper limit on the number of service providers who may be invited to participate in the competition.

The selection will be based on a combination of the following criteria:
1. Which service providers as a whole appear to be the most qualified, taking into account, among other factors competence, capacity and experience.
2. Consideration of competitive dynamics, including the interests of both small and large, new and established service providers to participate in the competition.
