Kort beskrivelse:
Fauske municipality, c/o the Property Department, shall carry out a restricted tender competition for a turnkey contract for the development of the new Vestmyra school.
The turnkey contract is for engineering design services for and the construction of the new Vestmyra school, classes 1-10, outside areas, etc. This includes altering the existing school for classes 1-4, which is to be connected to the new building. The turnkey contract also includes the demolition of the existing school building (classes 5-10). The demolition is to be carried out after the new building has been completed (see point 7 — progress).

The turnkey contractor will use the suppliers, sub contractors and engineering designers that are required.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established.
(3) Value added tax certificate (National requirement).
(4) Company tax certificate (National requirement).
(5) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

Auditor approved accounts with a report for the last 2 years. If the applicant/applicant group has more information that ought to be taken into consideration, this must be enclosed.
The company's last annual report and an account of any conditions from the current accounting year that can be significant for the accounting figures.
Credit rating, not older than six months, carried out by a publicly certified credit rating institution. Newly started companies, which cannot show the above mentioned must enclose a binding guarantee declaration from a parent company/owner that covers all the financial contractual obligations of the contractor, up to and including the guarantee period. The guarantor must also fulfil the requirements for financial capacity itself and documentation of this must be included in the prequalification application.

The applicant/applicant group shall have good economic and financial capacity to fulfil the assignment.
Teknisk og faglig kapasitet:
(1) Overview of the company's total manpower.
(2) Manpower proposed for this contract (organisation chart) with names and CV's of the key personnel who will be responsible for its execution (for service and works contracts).
(3) A list of the principal deliveries effected, or main services provided, by the company, in the past five years, with the values, dates and recipients (for works contracts).
(4) A statement of the quality assurance/quality control system operated by the company.
(5) Other documentation required (please state below).
Description of the applicant's/applicant group's technical personnel, or technical units for fulfilment of the contract. An overview of equivalent works carried out in the last five years. The contract cost must be given.
Certificates from previous awarding authorities that show satisfactory execution of the most important works. The certificates shall state the work's value/contract cost, as well as the date and place of the execution.
Manpower (organisation plan) for this project, with the names and CVs of key persons who shall carry out the assignment. The manpower plan is binding for this project. Certificates are to be enclosed for the project manager (PL), construction manager (BL) and engineering design manager (PGL). Each person is to provide a minimum of 1 certificate, a maximum of 3 certificates from equivalent projects in the last five years. The certificates shall state the work's value and the date and place of execution, and state to what extent the work was professionally and properly carried out. A reference person who can be contacted shall be stated. The certificates shall be signed by the builder's person responsible for assignments.

An account of the contractor's average work strength and the number of employees in the administrative management during the last five years, as well as a capacity statement that shows sufficient work capacity in the contract period.
An overview of the engineering design group's participants and their experience from equivalent projects. An account of how the turnkey contractor's engineering design work is planned to be carried out (organisation and quality assurance systems). Copy of certifications in accordance with the Planning and Building Act, any documentation that substantiates that local certification will be achieved for the relevant works.

If the applicant/applicant group does not have the necessary qualifications, but will use other suppliers in order to be qualified, equivalent documentation must be enclosed for them, as well as a binding statement.
Foreign applicants/applicant groupps must obtain equivalent documentation in accordance with the law in the country where they are established.

Experience and ecompetence.
The applicant/applicant group must have the professional competence required for the execution of the assignment, as well as experience from projects of an equivalent nature, complexity and extent (contract costs of at least 150 000 000 NOK).
Capacity
The applicant/applicant group shall have a sufficient number of employees on the construction site and in the administrative management for fulilment of the contract.
The engineering design group's participaants
The applicant/applicant group shall have an engineering design group (ARK, RIV, RIE, RIB and RIBr) with experience from equivalent projects.
Central certification for development class 3.
The applicant/applicant group is required to have or be qualified for certification for development class 3.

Objektive utvelgelseskriterier:
The awarding authority will, based on the received prequalification applications, invite between 3 and 5 applicants/applicant groups that best fulfil the qualification requirements to submit a tender. The selection will be based on the applicant's/applicant group's economic and financial capacity, relevant experience and technical and professional qualifications.
