Turnkey contract for Vestmyra school

Fauske kommune

The municipality of Fauske, c/o the chief officer shall conduct a restricted tender procedure for the acquisition of a turnkey contract for the expansion/construction of the new Vestmyra School.
The turnkey contract includes the designing and construction of the new Vestmyra School, grades 1-10, the outdoor - areas, etc. This shall include the existing school buildings for grades 1-4 which shall be rebuilt and linked to the new building. The turnkey contract includes the demolition of the existing school building (for grades 8-10) 5 480 m2. The demolition shall be performed after the new building is completed (refer also to section 7 - Fremdrift (Progress)).
The new school's total gross area shall be approx 9 300 m2, of which the existing school buildings for grades 1-4 is approx. 1 700 m2. The plot for the school facility is in total approx. 42,5 acres and is located approx. 1 km north of Fauske city center. The address is Gymnasveien 12, 8207 Fauske. The construction area shall be assumed to stretch across over the farm-/user number: 103/1179 and 103/11.
The building program and the tender documents(without illustrations) for the total contract is drawn up by an architect and consultants which the Awarding Authority has engaged for this assignment. The total contractor shall be responsible for all of the engineering and construction. Suggested solutions with drawings of the frame application - level shall be prepared by the turnkey contractor and submitted together with the tender in the next phase of the competition.
The total contractor shall connect themselves to the suppliers, sub-contractors and designers which are needed.
Please not that it is not possible to make an offer on individual parts of the asssignment. Contracting shall be made in accordance to NS 8407 with any changes that shall be in the tender documents shall be sent out to those who were pre-qualified to participate with this competition.
It is very important for the municipality that the school is completed well before the start of school for the 2016 school year.

Auditor approved accounts with accounts for the last 2 years. If the applicant / applicant groups has any additional information that should be taken into account, they must submit this information with their bid.

The company's last annual report and statement of any conditions of the current fiscal year that shall have an impact on the accounting figures.

Credit appraisal / rating, not older than 6 months, conducted by approved credit rating agency.

Newer companies who can not demonstrate the above must submit a binding guarantee statement from the parent / owner who embraces all of the contractual financial obligations to the contractor, including the warranty period. The guarantor must also be able to fulfill the requirements for financial capacity and evidence of this must be included in the pre-qualification application.

The applicant / applicant groups must have good economic and financial capacity to complete the assignment.

Teknisk og faglig kapasitet:

(1) Overview of the company's total manpower

(2) Manpower proposed for this contract (organisation chart) with names and CV's of the key personnel who will be responsible for its execution (for service and works contracts)

(3) A list of the principal deliveries effected, or main services provided, by the company, in the past five years, with the values, dates and recipients (for works contracts)

(4) A statement of the quality assurance/quality control system operated by the company.

(5) Other documentation required (please state below)

Description of the applicant / applicant groups technical personnel, or technical units for the fulfillment of the contract.

An overview of similar works carried out in the past 5 years. Construction costs must be provided.

Testimonials from past clients showing satisfactory execution of the most important works . Certificates shall indicate the value of / contract cost and the timeperiod and locations of execution.

Staffing (organization chart) for this project, including names and CV's of the key personnel who will carry out the assignment. The staffing plan is binding for this project. Certificates shall be submitted for the Project Manager (PM), Construction Manager (CM) and project leader (PGL). Each person delivers a minimum of one certificate, with a maximum of 3 certificates from similar projects within the past five years. The certificates shall indicate the value of and the time period and location of the works performed, and indicate whether the work was carried out professionally and properly completed. A reference person from the client shall be provided and shall be able to be contacted if necessary. The certificates shall be signed by the client's engagement partner.

An account of the contractor's average manpower and the number of staff in the administration during the past 5 years and a capability statement of sufficient capacity for works during the contract period.

An overview of design teams participants and their experience from similar projects. Details of how the total contractor engineering work shall be planned (organization and quality systems). The statement for the design team participants are binding for this project

Copy of approvals in accordance of the Planning and Building Act, any documentation that shall show achievement of local approval for the relevant works.

Where the applicant / applicant groups does not have the necessary qualifications, but relies on other suppliers to be eligible, shall the corresponding documentation for these and liability statement be included.

Foreign applicants / applicant groups must provide similar documentation in accordance to the legislation of the country where they are established.

The contractor shall submit valid certification, or alternatively a short description of its environmental management system that explains how it meets the requirements of ISO 14001, for example, a document that shows the correspondence between ISO 14001:2004 and business management system.

Experience and competence

The applicants / applicant groups must have the professional competencies required for the completion of the assignment, as well as experience from projects of a similar nature, complexity and scope (contract costs of at least 150 million NOK).

Capacity

The applicants / applicant groups must have the sufficient staff on site and in the administrative management team for the fulfillment of the contract.

The applicant / applicant groups must have a design group (ARK, RIV, RIE, RIB and RIBr and L-ARK) with experience with similar projects.

Central authentication for enterprise class 3

It is required that the applicants / applicant groups holds or is eligible for approval for development class 3

It is required that the contractor has an environmental management system that meets the requirements of ISO 14001 or EMAS or that they meet similar requirements.

On the basis of the received pre-qualification applications shall the Awarding Authority invite 5 applicants/applicant groups that best meet the eligibility requirements to submit tenders. The selection shall be based on the applicants / applicant group's economic and financial capacity, relevant experience and technical and professional qualifications. How the selection process shall continue is presented in the pre-qualification documentation.
