The purpose of the acquisition is to cover the health authority's need for the purchase of services for collection, transportation and the final disposal of infectious / biohazardous waste, i.e. the following waste fractions:
1. Amputates.
2. Medical waste, i.e.
a. Infectious waste, i.e. bandages, blood remains, surgical waste etc.
b. Medical remains (antibiotics, cytostatica, antiviral agents etc. in pure form, diluted and as remains in packaging, infusion bags etc.)
c. Pricking/cutting waste such as syringe needles and scalpel blades.

Beskrivelse av opsjoner:

The hospital requests bids for both 4 year and 8 year contracts. If the hospital chooses to sign a 4 year contract, there shall be an option for a 2 year extension. If the hospital chooses an 8 year contract, there is no additional options.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

(1) Company registration certificate.

(2) Value added tax certificate (National requirement).

(3) Company tax certificate (National requirement).

(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

(5) Other documentation required (please state below).

Certificates for VAT and taxes shall not be older than 6 months. Eventual arrears must be explained / justified.

Foreign bidders must provide confirmation that public taxes and fees are paid in the country where the bidder has its place of business.

The bidder shall have an ethically sound business.

— If the bidder has been convicted of corruption, fraud or money laundering, or guilty of a criminal offense relating to professional conduct within the last five years, they must account the judgment and case circumstances.

Bidders shall be a legally established company.

— Norwegian bidders shall submit updated company certificates.

— Foreign bidders shall submit certificate(s) for statutory registration in the establishing country.

Minste nivå(er) av standarder:

The bidders shall have sufficient economic and financial solidity to fulfil the contract obligations.

- Bidders shall enclose the annual accounts for the last two accounting years, together with the auditor's annual report.

- Bidders will possibly be credit rated.

- Newly started companies shall enclose the accounts and auditor's report for the period that the company has been in operation.

- A bank guarantee that gives the same security for contract fulfilment can be given.

Bidders shall have good qualifications and the capacity related to the contract obligations.

— A short description of the bidder's personnel and technical units that the tenderer can use for fulfilment of the contract.

— Documentation of education and professional qualifications for the company in general.

— Documentation of information on education and professional qualifications for the or those persons that are responsible for carrying out the service (CVs are to be enclosed).

— List of the most important and most relevant contracts in the last three years, including information on value and date, as well as the name of the public or private recipient. Reference persons with contact details shall be given. These will be contacted to the degree that is deemed appropriate.

— If a bidder will use sub suppliers, a binding statement shall be enclosed that shows that the bidder can use the necessary resources for the entire contract period.

— An account of the tools, machines, instruments, materials or technical equipment that the bidder can use for fulfilment of the contract/assignment

— Bidders shall submit a declaration that they have transport material and personnel that can transport ADR goods class 6.2.

— Norwegian waste recipients shall submit permits for the handling of infectious waste as described in FOR 2005-10-11 nr 1196: Regulations for infectious waste from health services and animal health service etc. § 6 For foreign waste recipients shall submit the necessary permissions in the relevant country.

Confirmation that if the waste is incinerated, then the waste recipient handle the waste in accordance FOR-2004-06-01-930 Regulations relating to the recycling of waste (Waste regulations) § 10-12. With other type of treatments must be described how the treatment shall take place.

Competence and systems that ensure that the service can be performed with low environmental impact and high levels of safety is required. This applies for both the transport that shall take place and the works that are to be performed.

o Bidders shall document their environmental management measures/environmental management system.

An eventual bank guarantee for implementation ability. Refer to the invitation to tender.

Andre særlige vilkår:

The contract length will either be 4 years with an option for a 2 year extension, or 8 years without any extensions. The new agreement shall take effect and be operative by 1.1.2014.

Prosedyre
Begrunnelse for hurtigprosedyre:

This competition was originally announced as an open tender procedure with reference number JUN199463. One of the two bidders was not eligible and was rejected. The competition was then regarded as a failed competition and consequently canceled, c.f. FOA § 22-1 (1). The existing contract expires at the beginning of next year and there is not sufficient time to conduct an open tender competition with the normal deadlines.
