The objective of the procurement is to comply with the Awarding Authority's and underlying health enterprises' requirements for technical consultancy services.
It is relevant to enter into framework agreements with companies for the following fields:
A. Consultancy engineers for:
- Technical project management.
- Technical secretariat.
- Building engineering services.
- Electro engineering services.
- HVAC and sanitary installation services.
- Other technical services not covered by the traditional fields listed above. This includes fire engineering consultancy, energy technology and energy economising consultancy, consultancy related to climate and environment.
B. Architects.
This framework agreement involves assignments which may include the following:
- Project management/programme management.
- Project participation.
- General consultancy services.
- Total responsibility for delivery.
- Management for hire.
- Preparation of technical plans and solutions for the individual projects.

The contract period is 2 years with option for up to 1 year + 1 year prolongation

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Value added tax certificate (National requirement)
(3) Company tax certificate (National requirement)
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement)
The tenderer shall present VAT and Tax certificates. Foreign tenderer must present equivalent certificate showing that public taxes and excises are paid in the country where the tenderer is established. The tenderer shall be a legally established company. Foreign tenderer must present certificate(s) for statutory registration in the country where the tenderer is established

Økonomisk og finansiell stilling:
The tenderer shall present credit appraisal from an approved credit rating agency which verify that the tenderer achieve rating A (worthy of credit) for compliance with the qualification requirement.
Tenderers with lower rating than A may submit controlling company guarantee (see annex 6). If controlling company guarantee is submitted, credit rating from an approved credit rating agency shall be presented, which verify that the controlling company will achieve minimum rating A.

Tenderer with lower rating than A may instead substantiate that the qualification requirement is complied with by presenting annual accounts including auditor's statement for the two previous available fiscal years. Based on the received documentation, the Awarding Authority will conduct a concrete assessment of the tenderer's ability to comply with the qualification requirement.

Recently established companies shall present annual accounts, including auditor's statement for the period the company has been in operation. In order to qualify, the tenderer must as a minimum have a profitable business, positive cash flow the recent year and positive equity. Based on the received documentation, the Awarding Authority will conduct a concrete assessment of the tenderer's ability to comply with the qualification requirement.

The tenderer shall have sufficient financial capacity to comply with the contractual obligations
Teknisk og faglig kapasitet:
Tenderer shall present a list of the principal deliveries the previous 3 years, including information of scope, date and recipient (name, telephone no. and e-mail address). References are contacted if required, only.
Names and CVs of liable consultants and key personnel (proposed human resources) for the various fields that are available for implementation of this assignment. The proposed personnel's connection to the above listed services shall be stated.
Statement of the company's quality assurance/control system which ensure that the assignment is implanted in the most efficient and functional manner.
If the tenderer intends to engage sub-providers, statement of liability (c.f. annex 7) shall be presented which verifies that the tenderer has access to necessary resources during the entire contract period. The information requested in points 2.1- 2.3 also applies for sub-provider(s).
