The construction of the new terminal, described in the following sections, is not yet approved by Avinor governing bodies. Possible development decisions could be made in the 2nd quarter of 2013. The pre-qualification of potential suppliers for implementation of the contract, will take place before a final development decision is made.
Avinor will only buy energy. The supplier will be responsible for the complete delivery including planning, investment, construction and operation of a complete energy system to provide energy.
Basically, the contract applies for the purchase of thermal energy - both heating and cooling. Avinor envisions a water based solution that is based on a sea water-based heat pump with cooling.
However, it is still unclear whether there will be included an obligation for the connection for the district heating, or if the Awarding Authority will apply for exemptions for a potential obligation of connection. The issue of obligation for the connection will be decided before the tender documents are sent out.
Regardless of an obligation of the connection or not, will the Awarding Authority implicit reservation with the technical solution chosen, also with regard to the district heating.
Avinor plan to prepare suitable building plots for the supplier. Either to rent or own.
Avinor consider it appropriate to become part owner of an eventual company, together with the supplier. The building plot value and customer relations will more or less constitute our input capital.
Because of the lack of a formal approval for the project there will be taken reservations with further progress, scope and other contractual provisions.
