Avinor's airports, including Oslo Airport Gardermoen come under comprehensive rules for security check services. The national general rules (laws and regulations) are developed and monitored by the Civil Aviation Authority. Further operationalising of the current laws and regulations is carried out by Avinor/Oslo Airport and/or the service provider that Avinor/Oslo Airport has chosen for the operative service provision.
The operational security service delivery is regulated by a detailed contract with the service provider, based on the current priorities and requirements that Avinor/Oslo Airport have established to ensure that the security level is maintained in accordance with the authorities' requirements.
Avinor/Oslo Airport requires that the service provider of the security check services:
-shall provide a service of the quality that is in accordance with the current authority requirements;
-shall provide a service in accordance with the current requirements from Avinor/Oslo Airport;
-shall provide the capacity that is always necessary to maintain traffic flow in accordance with the requirements;
-shall provide a service where passengers and employees experience good customer service.
In order to ensure that the above requirements are met and that the current objectives for security check services at Avinor/Oslo Airport are fulfilled, one depends on good ICT systems that support the administration of the contract.
Avinor/Oslo Airport currently has limited ICT support for planning, carrying out measurements/checks, reporting and general administration of the contracts within security checks.
A new system shall contribute to a more professional and rational follow up of the contracts within security checks. The system shall, in an efficient way, support planning and the implementation of check activities, reporting results from the check activities and give access to information and reports/analyses that there is a need for in the daily follow up. The desire is to have a system that is easy to use, that can easily be adapted to changes in the quality parameters with the accompanying control activities and to a larger degree support tasks and work processes.
The following objectives are important for a new system:
-Support the development and documentation of control activities;
-Support the planning of control activities throughout the year;
-Support the implementation of control activities - by offering step by step guidelines to how the control activities shall be carried out;
-Give options for inquiries in defined document libraries;
-Support reporting results from control activities;
-A simple and clear user interface for reporting;
-A system that can be maintained and further developed in accordance with the organisational needs and requirements.
