The municipality of Hamar as the builder, henceforth referred to as the Awarding Authority invites to the competition for the construction / acquisition of a multi-sports hall for the municipality of Hamar. The Awarding Authority envisions the completion of the hall to be at the beginning of 2015. The Awarding Authority does not have a plot available for the desired purpose. The supplier must provide both the buildings and the land suitable for the development.
The Awarding Authority intends for the location to be located in Hamar west to meet the needs in this district. The hall shall also meet the Norwegian Handball Federation's venue requirements for elite games.

The acquisition is announced on the provison that there has not been made a final decision on the budgetary framework for the implementation for the project. The Awarding Authority believes that this acquisition should be less expensive than, for example to add on to the current Presterud Hall for the same purpose. The costs of the reconstruction of the hall is believed to be roughly at approx. 75 000 000 NOK, incl VAT.The Awarding Authority is working to work in this project to the municipal budget for 2014.The Awarding Authority would therefore like to provide financial compensation to the bidders who are selected to proceed with this process. There shall be given up to 100 000, - NOK incl VAT for a discretionary assessment after the quarantine period expires.

The supplier shall be a legally established company.

Documentation requirement:

Norwegian suppliers: Certificate of Registration.

Foreign suppliers: Remuneration that the supplier is a registered in a company register as prescribed in the legislation of the country where the supplier is established.

The requirement is fulfilled with a credit rating of "Good creditworthiness" or better from an approved financial institution and the rating shall not be older than 6 months.

The supplier shall have the sufficient financial capacity to perform the contract.

1.1 Organizational Plan.

1.2 Description of the supplier's professional qualifications in the form of a brief overview of the relevant general competence of the supplier. There shall not be specified which persons shall be provided and there shall not be submitted resumes.

2. Suppliers shall submit a list of the most relevant deliveries from the last 3 years, including information on the value, dates, clients and the suppliers responsibilities.

3. Suppliers shall give an account of its quality assurance system, and any eventual certificates issued by independent bodies for quality control.

4. There shall be a copy of the central authentication or documentation that local approval shall be given.

Minste nivå(er) av standarder:

1. Suppliers shall have sufficient capacity and implementation capacity to fulfill the contract.

2. Suppliers shall have relevant experience from similar deliveries within building/reconstruction.

3. Suppliers shall have a functioning quality assurance system.

4. Suppliers shall have central authentication for responsibilities such as executing and controlling for enterprise classification 3, or have equivalent competence so that one can get local approval for enterprise classification 3 cf the planning and building Act and building regulations.

Kontraktutførelse
Andre særlige vilkår:

Through the Regulations for wages and working conditions in public contracts, FOR 2008-02-08 # 112, the Awarding Authority is committed to place contractual requirements regarding the wages and working conditions in connection with service contracts and works contracts. The Awarding Authority shall therefore in accordance with these requirements make demands, including rights of access to information and possibilities for sanctions, concerning wages and working conditions for this contract.

In addition shall amongst others the following be included as the basis for the contract execution:

— The Norwegian Handball Federation (NHF) - Requirements for planning and construction of sports halls.

— The Ministry of Culture and Church Affairs - Multipurpose Halls - Guidance for the planning, construction, operation and maintenance. (released January 2005).
