Software licences from Microsoft with related consulting

A 2 year framework agreement will be established from 1.12.2013 for purchase of Microsoft software licences, support and related services. Brønnøysund Register shall have a unilateral option to extend the agreement by 1 + 1 year.
The contract entered into will be a framework agreement with the terms of anticipated future purchases of software licenses and support/consultancy. The Contract itself involves no financial obligations upon Brønnøysund Register and gives no guarantee of a minimum withdrawal.
Withdrawal of software on the framework agreement to be concluded is roughly estimated to be approx. 18 000 000 NOK excluding VAT in the course of four years, while drawdown for related consultancy services is estimated to approx. 700 hours in the same period.

Vilkår for deltakelse

(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

Minste nivå(er) av standarder:
It is required that the tenderer has sufficient economic and financial capacity to undertake the assignment/contract. The provider's solvency, liquidity and financial strength will be central to this assessment.
Teknisk og faglig kapasitet:
Description of the tools, plant or technical equipment available to the company for carrying out the contract (for construction contracts)
Details of the company's total staff allocated to the various areas of the organization that are relevant to this assignment.
A statement of the company's quality assurance/quality control system, including any certificate issued by the certification body that confirms compliance with quality standards.
Confirmation that the the supplier has experience with demanding license clarifications in relation to the use of an operating environment with mixed use and many customers / suppliers as users (including, without limitation MSDN licensing, licensing of test and production environment) that require good and prioritized channels aimed at the manufacturer. (Cf. Chap 3 "joint public solutions").

There must be a detailed description given of these factors, including:
a) Licensing Environment within at least one reference customer where the supplier has provided licensing advice in an operational environment as described,
b) How partnership with Microsoft works / is organized in such a context and the access provider actually has to Microsoft for clarifications.
Supplier's principal deliveries effected in the past three years related to the procurement, including the values, dates and recipients.
Tabulated summary of all employee certifications in relation to Microsoft products. It is sufficient to specify the number of certifications within each category. Name of employees shall not be revealed here. Appendix 5 shall be used to provide this information.

Documentation that the provider is a preferred supplier of volume license agreements to the public sector. Written confirmation from Microsoft is sufficient evidence.
Minste nivå(er) av standarder:
— Good ability to implement and monitor is required.
— A good and well-functioning quality assurance system is required.
— Very good experience from similar assignments is required, particularly in relation to "common public solutions" see Chapter 3, 2 section. This requires experience of licensing consultancy in relation to solutions managed by an operational service provider, while the customer is purchasing licenses for the requirements that are applicable to the solution (including without limitation MSDN licenses, production licenses, test licenses)

— The supplier must be a "preferred supplier", LAR, Gold Certified Partner or equivalent, of volume licensing agreements in the public sector.
