Software licences from Microsoft, including accompanying consultancy services

From 1.12.2013 the Awarding Authority shall enter into a 2 year framework agreement involving purchase of Microsoft software licences, consultancy and accompanying services. Option for the Brønnøysund Register Center, henceforth referred to as the Awarding Authority, to prolong the agreement with 1 year + 1 year. The contract entered into is a framework agreement with conditions related to future procurements of software licences and assistance/consultancy services. The contract itself does not involve any financial obligations for the Awarding Authority and guarantees for minimum procurements are not given.
The procurements of software against the framework agreement are roughly estimated to 18 000 000 NOK, excluding VAT, during the 4 year contract period. The extent of related consultancy services is estimated to approx. 700 hours for the same contract period. The Awarding Authority uses Mercell Sourcing Service in this tender procedure. Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate;
(2) Value added tax certificate (National requirement);
(3) Company tax certificate (National requirement);
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

(1) The company's most recent annual report including new information of relevance to the company's accounting figures.
Minste nivå(er) av standarder:
It is required that the tenderer has sufficient economic and financial ability to implement the assignment/comply with the contractual obligations. The tenderer's solidity, liquidity and financial strength are vital in connection with assessment.
Teknisk og faglig kapasitet:
A description of the tools, plant or technical equipment available to the company for carrying out the contract (for works contracts).
Overview of the company's total manpower with relevance to this assignment, divided in the various areas in the organisation.
Statement of the company's quality assurance system/quality management system, including certificate issued by a certification body. The statement shall verify the company's compliance with quality assurance standards.
Verification that the tenderer has experience with demanding licence clarifications in relation to use in an operational environment with mixed utilisation and several customers/suppliers as users (including MSDN licensing, licensing of test and production environment which requires good and prioritised channels to the manufacturer (C.f chapter 3 'fellesoffentlige løsninger' 'joint public solutions').

A detailed description of these aspects must be given, including:
(a) Licensing environment at minimum one reference customer where the tenderer has provided licence consultancy service in an operational environment in accordance with description;
(b) How the cooperation with Microsoft function/is organised in such connection and which availability the tenderer actually has to Microsoft in relation to clarifications.
The tenderer's principal deliveries the previous 3 years in relation to this procurement, including values, dates and recipients. Tabular overview of the employees' certification in relation to Microsoft products.
It is sufficient to state number of certifications for each individual category. Name of employees shall not be stated in this context. Annex 5 shall be used for this information.
Documentation showing that the tenderer is the preferred supplier of volume licence agreements to public sector. It is sufficient to substantiate this by presenting a written statement from Microsoft.
Minste nivå(er) av standarder:
— good implementation and follow up ability are required,
— a good and efficient quality assurance system is required,
— it is required very good experience from corresponding assignments, particularly in relation to 'joint public systems' chapter 3, second paragraph. This means requirement related to experience from licence consultancy in connection with systems operated by an operation supplier whilst the customer procures licences in accordance with requirements which applies for the system (including i. a. MSDN licences, production licences, test licences),
