Software licences form Microsoft with accompanying consultancy services

Brønnøysundregistrene

A two year framework agreement shall be established for the procurement of Microsoft software licences, assistance and accompanying services. The Brønnøysund Register Centre shall have a unilateral option to extend the contract for 1+1 year.
The signed contract will be a framework agreement with terms for the expected future procurements of software licences and assistance/consultancy. The contract in itself does not involve any financial obligations for the Brønnøysund Register Centre and no guarantee is given for the minimum amount purchased.
The purchase of software via the framework agreement is roughly estimated to approx. 18000000 NOK excluding VAT over four years, whilst the amount of related consultancy services is estimated to approx. 700 hours in the same period.

Minste nivå(er) av standarder:
Tenderers are required to have sufficient economic and financial ability to fulfil the assignment/contract. The tenderer's solidity, liquidity and financial strength will be a central part of this assessment.
Teknisk og faglig kapasitet:
Description of equipment, machines or other available equipment relevant for the execution of this contract (applies to works contracts).
Overview of the company's total manpower divided between the various areas in the organisation with a relevance for this assignment.
An account of the company's quality assurance system/quality control system, including any certificates issued by a certification body that confirms fulfilment of quality assurance standards.
Confirmation that the tenderer has experience with demanding licence clarifications as regards use in an operational environment with mixed use and several customers/supliers as users (including, amongst others, MSDN licensing, licensing of test and production environments) who require good and prioritised channels into the producer. (Cf. chapter 3 "joint public systems"). A detailed description must be given of these including: a) the licensing environment at, at least, one reference customer where the tenderer has provided licence consultancy services in an operational environment as described, b)how the cooperation with Microsoft functions/is organised in such circumstances and what availability the tenderer actually has to Microsoft for clarifications.

Overview given in a table of all the employees' certificates for Microsoft products. It is sufficient to state the number of certificates within each category. Employees' names are not to be given here. Annex 5 shall be used for this information.
Documentation that the tenderer is a preferred supplier of volume licence contracts to the public sector. It is sufficient to provide written confirmation from Microsoft.
Minste nivå(er) av standarder:
— A good ability to fulfil and follow up the contract is required.
— A good and well functioning quality assurance system is required.
— Very good experience is required from equivalent contracts, in particular as regards "joint public systems", cf. chapter 3, 2nd section. This means that experience is required from licence consultancy servicse in accordance with the systems run by an operational service provider, whilst the awarding authority procures the licences as needed in the system (including, amongst other things, MSDN-licences, production licences, test licences).
