Revising the graphical profile and new websites

The Norwegian National Security Authority (NSM) is the central directorate for the protection of information and infrastructure that is important for critical society and other important society functions. NSM shall, within its area of responsibility, screen information and objects by:
Providing inspections and exercising authority in acordance with the rules;
Notifying and handling serious computer attacks;
Developing security measures;
Giving advice and guidance;
NSM shall be an initiator for improving the security condition and giving advice on the development of security work in socity.
The directorate is administratively under the Ministry of Defence and reports to the Ministry of Justice and Public Security for cases in the civil sector.
NSM currently has approx. 180 employees.

The aim of the procurement is primarily to establish a new web design, interaction design and to develop the entity's internet site. As a part of this process, it is also desirable to revise NSM's graphical profile in order to get a more modern look, especially as regards templates in MS Office, but also to ensure the look on the new internet site.
NSM has a need for an internet site that informs our target groups on what the department currently contributes to Nowegian society. At the same time there is a wish that the internet site and graphical profile contribute to strengthening the impression of NSM as an entity with competence with important functions.
NSM envisages a publication system that to the greatest possible degree is based on ready developed software (shelf products), with options for tailormade, preferably on a platform based on an open source code.
The contract includes the following deliveries:
Delivery of an updated graphical profile/profile handbook;
Interaction design of new internet site;
Graphical design of the new internet site;
Programming and publication of new internet site;
Conversion of existing data to the new system;
Training super users, approx. 8-10 persons.
Maintenance of the system in the contract period, including updating the publication system. The internet system shall be placed on servers outside NSM's server park.
