Gassnova has been requested by the Norwegian state to develop a complete decision basis for the investment decision for handling CO2 at Mongstad (including capture, transport and storage of CO2) in the summer 2016.
In order to reach this target Gassnova will carry out procurement with the objective of entering into a contract with up to three suppliers that can mature a storage location to a potential decision for a verification well – tentatively in the last half of 2014. The supplier shall in the tender list one or several locations that he would like to develop. It is a premise that an investment decision can be made within the schedule to a full scale project at Mongstad. It is also a premise that the location(s) which are chosen must be geographically suitable for the purpose.
The assignment includes an evaluation and maturation of storage locations for CO2 storage on the Norwegian continental shelf that are proposed by the supplier. The current plan is that the storage locations also can be used for storage from other sources than Mongstad. Towards the end of the assignment it is expected that NPE will start a process for the award of a licence/concession or contract for the development and operation of a storage location for CO2, which will include further work up until the investment decision, construction and operation.
Specially the work will consist of data collection, interpretation, quality assurance and analysis, the establishment of static and dynamic models, description and definition of the storage complex, prediction of CO2 migration and pressure development, assessment of the leakage risk, monitoring programs and corrective measures, preliminary specifications for a possible well and lay-out of development concepts, as well as tentative plans for a future development project including construction and operation of the CO2 storage, as well as cost estimates. We would like the storage project to be matured as far as possible with the available data, and to fully utilize these data. The acquisition and processing of new data is included in the work if this is considered to be necessary. The need for verification well must be assessed and specified.
The delivery will consist of an evaluation/qualification report with support documents and models, as well as acquired data for the maturation and development of the relevant storage alternative. The degree of detail that is expected will be on the same level with the documents produced in the evaluation phase in the petroleum industry (decision for continuation, report of commerciality, decision to drill, etc). The contract will not include implementation of verification well or development of documents equivalent to PDO (Plan for Development and Operation).
